Planning & Zoning Commission( <br />Local Planning Agency <br />August 25, 2010 <br />Page 2 <br />Mr. Raasch stated the Planning and Zoning Commission's approval of SPR 10-02, the site plan for South <br />Seminole Masonic Lodge, located at 122 Triplet Lake Drive would be based on the Commission's finding of facts, the <br />staff report dated August 20, 2010, the site plan dated August 3, 2010, and the following conditions: <br />1. The Planning and Zoning Commission supports the requested site plan modification to: <br />® ULDR Section 3-15.2 to reduce the number of required parking spaces <br />® ULDR Section 2-7,4 to reduce the required eastern building setback <br />® ULDR Section 3-13.5 to reduce the number of trees required in the western landscape buffer <br />® ULDR Section 3-16.3 to permit the existing sign to encroach approximately 1' into the right-of-way <br />2. The Site plan shall be revised to reflect the following amendment; <br />® Four additional shrubs will be added to the landscape plan to fill the gap in landscaping on the <br />southwest corner of the site within the southern buffer. <br />3. Public Works shall review and approve all issues prior to issuance of a site work permit. No site engineering <br />construction activities shall take place at the site until permits are issued. <br />4. No building construction or interior alterations shall take place until permits are issued by the City's Building <br />Division. <br />5. All proposed and future lighting must comply with Chapter 3, Article X, Section 3-10,2 (6), of the Land <br />Development Regulations. The property shall pass a photometric inspection prior to issuance of a Certificate <br />of Occupancy. <br />6. Any proposed or future mechanical equipment shall comply with the decibel levels as stated in Chapter III, <br />Article XVII, Section 3-17.4(G), of the Land Development Regulations. <br />7. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site <br />engineering permit to the City's Public Works Department. <br />8. The site plan approval shall be valid for one year upon approval by the Planning and Zoning Commission. <br />An extension request may be submitted prior to the expiration of this approval. <br />9. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void, <br />Mr. Parkhurst asked the applicant to come forward. Mr. William Ellis, 9013 Lake Hope Drive, Maitland, <br />Florida came forward. Mr. Ellis stated that the engineer of record was also available to answer any questions. The <br />Commission had no questions forthe applicant. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry questioned the drainage on the property <br />Mr. Casselberry suggested the parking area could be <br />redesigned to provide additional parking spaces. <br />A brief discussion ensued regarding the parking agreement with the City of Casselberry and the type of sod <br />material that was being used on the site and the sod type required in the Community Redevelopment District. Mr. <br />Parkhurst asked for a motion to address SPR 10-02. Mr. Aramendia recommended approval of SPR 10-02 South <br />Seminole Masonic Lodge located at 122 Triplet Lake Drive based on the staff report dated August 20, 2010 to the <br />
