Planning & Zoning Commission/ <br />Local Planning Agency <br />June 23, 2010 <br />Page 7 <br />freestanding single-family homes would not be allowed and existing residential uses would be considered non- <br />conforming and would be prohibited to expand, rebuild or develop. <br />Ms. Smith explained that the density requirements for the future land use category require this item be <br />submitted to Department of Community Affairs (DCA) as a large scale comprehensive plan review. Ms. Smith stated <br />that this item would be presented to the City Commission for first reading for transmittal to DCA and second reading <br />for adoption. <br />After a brief discussion, Mr. Parkhurst asked if there was anyone in the audience who wished to speak in <br />favor of, or in opposition to, the request. Mr. Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came <br />forward. Mr. Casselberry said if the commercial designation was not used in a lot of areas there could be an <br />argument that you could use some of the commercial properties for residential, He said he doesn't know if the <br />residential exists with commercial or professional after this modification or is it subject only to the 15 properties. Mr. <br />Casselberry questioned if this would still be allowed for a zoning category. Ms, Smith said that all the properties <br />included in this agenda item are currently zoned Office Residential. <br />In response to Mr. Casselberry's question, Ms. Smith explained that a property owner could apply for a <br />change to the zoning designation and the Planning and Zoning Commission and City Commission would determine <br />whether it is an appropriate zoning category for that location. <br />Mr. Parkhurst asked for a motion to address LPA 10-02, Mr. Aramendia made a motion to provide a <br />favorable recommendation to the City Commission based on the staff memo dated June 23, 2010 for LPA 10-02 <br />Future Land Use Map Amendment from Ms. Smith to the Local Planning Agency as presented. Mr. Van Meter <br />seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: LPA 10.09: ULDR Amendment: Table 2.5.3, Land use by districts. Amending the <br />Unified Land Development Regulations to allow the continuation of residential structures and uses for <br />properties that will be affected by a change of future land use from "®ffice Residential" to "Commercial". <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated June 23 <br />2010, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department).
