Planning & Zoning Commissionl <br />Local Planning Agency <br />March 10, 2010 <br />Page 5 <br />Sixth Item of Business: LPA 09-15: Future Land Use Map Historic Errors Correction. Large Scale Future Land <br />Use Map Amendment to the City of Casselberry Comprehensive Plan (CCP) for 28 properties. <br />Mr. Charles Senzee, Planner, reviewed the information provided in his memorandum dated March 4, 2010, <br />to the City of Casselberry Planning and Zoning Commission/Local Planning Agency (a copy is on file in the <br />Community Development Department). Mr. Senzee stated that staff is removing the Lake Shore Drive retention area <br />from the future land use amendments (parcel # 10-21-30-501-0000-3560). He stated that the parcel will retain the <br />PS future land use designation and the zoning will be amended to PS (Public Service) to correspond. <br />Mr. Senzee explained the removal of the Lake Shore Drive retention area from the Historical Errors Group <br />and all 15 properties within the Office Residential Corrections Group reduces the proposed future land use map <br />amendments to 12 properties which total 118.07 acres. He said the overall impact on public facilities is shown on the <br />staff report and it is clear that the City has available capacity to make these changes. He said the removal of the 4 <br />acre City retention property may actually reduce the numbers. <br />A brief discussion ensued regarding the impact to the City's facilities. Mr. Senzee stated that the proposed <br />changes will not change the City's ability to provide services to these properties. He said these changes will have a <br />very minimal impact and these changes will not eliminate or reduce those capacities. Mr. Senzee made a <br />clarification that there was a typographic error on Map F No. 5 that shows 1.3 acres and it should be approximately <br />20 acres in size. He said that would impact the analysis section. He said it was unlikely that it would have any <br />impact on the City's ability to provide services to these properties. He said staff would review the numbers to <br />account for that change in acreage. <br />Mr. Senzee requested that the Local Planning Agency provide a favorable recommendation to the City <br />Commission for LPA 09-15 to amend the Future Land Use Classifications of 12 properties within the City in order to <br />correct various historical errors and map inconsistencies as detailed in the draft ordinance provided with the staff <br />report, tonight's presentation and based on the findings of fact and conclusions of the staff report dated March 5, <br />2010 which found the following: <br />1. They are consistent with the City's Comprehensive Plan. <br />2. They are compatible with the surrounding mix of zonings and land uses. <br />3. They will not negatively impact the City's ability to provide services. <br />
