Planning & Zoning Commissionl <br />Local Planning Agency <br />March 10, 2010 <br />Page 6 <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. Fred Wachsman, 2128 Kewannee Trail, Casselberry, Florida came forward. Mr. Wachsman <br />questioned the change of use on Map J. He said his property abuts the retention pond. In response to Mr. <br />Wachsman question, Mr. Senzee explained the PS future land use and zoning classification are solely to provide <br />public facilities. He said there are some private facilities which have a PS but they are isolated to cemeteries and <br />similar community uses. He said it would remain a retention pond and it would eliminate the ability for that property <br />to have a future land use designation of residential. Mr. Wachsman suggested creating a zoning that is low density <br />residential public use retention pond only to protect the future of that property. <br />Mr. Don Sabin, 310 Concord Drive, Casselberry, Florida came forward. Mr. Sabin stated that staff <br />explained that all the property along Concord Drive on his side of the street would be designated as commercial <br />because there was no designation in the plan for office/residential. In response to Mr. Sabin's question, Mr. Senzee <br />stated that there are several options which are: <br />1. Eliminate the ability for this area to transition into offices <br />2. Eliminate the footnote which would allow the residential use to continue and take advantage of <br />upgrading to office and full residential development <br />3. Add the OfficelResidential Future Land Use Classification back in the Code <br />Mr. Sabin stated that he was concerned what types of development could occur adjacent to his property. <br />Mr. Senzee explained that Staff removed those parcel that from tonight's meeting to allow staff time to develop <br />strategies to ensure the property owners' could renovate their properties or rebuild their homes if destroyed. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />questioned the zoning designation for the properties identified on Map D. Mr. Senzee stated that Map D shows the <br />future land use designation of PS with a proposed change to parcel No. 1 to a Low Intensity/Non ResidentiallMedium <br />Density Residential (LINR/MDR) future land use designation. The zoning of the properties are PMX-L and the <br />properties to the north are also PMX-L and have a future land use designation of LINR/MDR so they are consistent <br />and are not included in tonight's discussion. In response to Mr. Casselberry's question, Mr. Senzee stated there is <br />one owner for both parcels with the same zoning; however, they are still two independent parcels. Mr. Casselberry <br />
