Second Reading of Ordinance 10-1327 -Small Scale Future Land Use Map Amendment -Seminola Boulevard and Nol•th Triplet Lake Drive (LPA 09-13~ The City Clerk read Ordinance 10-1327 by title as follows: "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF CASSELBERRY COMPREHENSIVE PLAN, BY AMENDING THE OFFICIAL FUTURE LAND USE MAP, ESTABLISHING THE FUTURE LAND USE MAP DESIGNATION COMMERCIAL (C) FOR THE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 10-1327 was published in the Orlando Sentinel on June 3, 2010. Staff Presentation: Ms. Sandra Smith, Chief Planner, stated Ordinance 10-1327 provides for an amendment to the Fuhlre Land Use Map (FLUM) for propelties located on Seminola Boulevard (Parcel ID #09-21-30-507- 0000-0230) and North Triplet Lake Drive (Parcel ID#09-21-30-507-OC00-0140), changing the classification from Low and Medium Density Residential to Commercial The propel°ty owner is requesting the amendment for the two vacant parcels totaling 0.61 acres at the southwest corner of Seminole Boulevard and Nolh Triplet Drive. The Planning and Zoning Commission recommended approval of Ordinance 10-1327 at its March 10, 2010 meeting. The City Commission approved Ordinance 10-1327 on first reading on April 12, 2010. Budget Impact: This item does not impact the City's Budget. Staff Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 10-1327 on second and final reading. Public Hearing: The following individuals came forward to address OI°dinance 10-1327: 1) Mr. James Fraleigh, 1290 Seminola Boulevard, spoke in opposition to Ordinance 10-1327. 2) Ms. Lilian Selph, applicant, 171 Quail Pond Circle, spoke in favor of Ordinance 10-1327. 3) Mr. Craig Tull, 420 Ranch Trail, spoke in favor of Ordinance 10-1327. No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 10-1327. MOTION: Commissioner Hufford moved to approve Ordinance 10-1327 on second and final reading, as presented. Motion was seconded by Commissioner Doerner. DISCUSSION: Commissioner Miller spoke in favor of Ordinance 10-1327. Motion carried unanimously by voice vote 5 - 0.
