8 <br />(1) Provide civil service examinations as <br />provided in § 34.050 et seq. <br />(D) Make annual report to the City Ce~sil <br />Commission on civil service activities. <br />(2) Provide for the maintenance or eligibility <br />lists as provided in § 34.070 et seq. <br />(3) Certify eligibility lists as provided in § <br />34.085 et seq. <br />(4) Refer requests for application information, <br />applications for examinations in the competitive <br />classes, and applications for employment in the <br />noncompetitive and labor classes to the Personnel <br />9€f~~ Director. <br />(5) With Board approval, appoint <br />administrative assistants and deputy examiners as <br />necessary. <br />(6) Perform such other duties as prescribed by <br />these rules, as designated by the Board, or as may <br />otherwise be necessary. <br />(D) The members of the Civil Service Board, <br />by a majority vote, shall have the right to expel any <br />member thereof for malfeasance, misfeasance, or <br />nonfeasance in office, subject to de novo review by <br />the appointing authority and full appellate review by <br />the City Ee~sil Commission. Ord. 524, passed 02-17-86). <br />Cross-reference: <br />For Charter provisions as to the organization of <br />the Board„ see § 68.3 and Supp. Legis. § 6(e). <br />34.012 DUTIES AND POWERS <br />(A) Provide for the classification of positions <br />in the classified service. <br />(B) Recommend, subject to approval of the <br />City -Commission, administrative rules and <br />regulations providing for the appointment and <br />employment in all positions in the classified service, <br />including enforcement powers. <br />(C) Make investigations concerning the <br />enforcement and effect of the civil service provisions <br />of the City Charter and all rules and regulations <br />governing the classified service. <br />(E) Provide for filling positions by promotion <br />as far as is practicable and consistent with the best <br />interests of the service. <br />(F) Hear appeals made under the provisions of <br />these rules. <br />(G) Review de novo any reduction or removal <br />of employees for cause in accordance with these <br />rules. <br />(H) Uphold a minimum standard of conduct <br />and efficiency and provide for a system of employee <br />evaluation. <br />(I) Require production of documentary evidence <br />pertinent to investigations and hearings. <br />(J) Subpoena witnesses for hearings and <br />investigations. <br />(K) Administer oaths to witnesses at hearings <br />and investigations and electronically record all <br />proceedings before the Board. <br />(L) Determine penalties for the violations of <br />the civil service provisions of the Charter and this <br />chapter as provided in § 34.999. <br />(M) Solicit the services of an attorney upon <br />approval of the City Ee~sil-Commission, to provide <br />legal services germane to these regulations and <br />related matters during Civil Service Board hearings. <br />(N) Impose such punishment for violations of <br />its rules as may be in such rules provided. <br />(O) Have the power to punish for contempt <br />committed in its presence, which power may be <br />enforced in a court of competent jurisdiction as any <br />violation of a City ordinance. <br />(P) Perform such other duties and functions as <br />may be necessary to carry out these provisions and <br />those provided in the Charter. <br />(Q) Approve new and revised job descriptions <br />for the classified service.
