Ord. <br />524, passed 02-17-86). <br />(1) The meeting date. <br />(2) Members present. <br />(3) Each official act and the vote of each <br />member thereon, except when unanimously adopted. <br />3§ 4.013 BOARD MEETINGS <br />(A) Open meetings. All regular and special <br />meetings of the Civil Service Board shall be open to <br />the public. <br />(B) Regular meetings. Regular meeting dates <br />shall be established at the discretion of and by rule of <br />the Board. Dates of meetings shall be announced by <br />public notice; the Board shall hold at least six <br />meetings annually. <br />(C) Special meetings. Special meetings shall <br />be held as often as shall be necessary for orderly <br />dispatch of the Board's business. Special meetings of <br />the Board may be called by the Chairman or upon <br />demand of any two members and shall be held <br />following the required legal notification. <br />(D) Rules. Robert's Rules of Order, as <br />revised from time to time, shall govern all <br />proceedings except as herein provided. The <br />Chairman shall have the right to vote on all motions <br />and shall have the right to initiate or second a <br />motion. <br />(E) Board procedure. A quorum of the Board <br />for any purpose shall consist of three members. <br />(F) Chairman. The Chairman shall conduct <br />all meetings, but in his/her absence a temporary <br />chairman shall be designated by majority vote of the <br />Board. (Ord. 197, passed 10-26-70; Am. ord. 524, <br />passed 02-17-86). <br />3§ 4.014 RECORDS <br />The Civil Service Board shall provide for the <br />maintenance of such records as shall be necessary to <br />the orderly conduct of its business. <br />(A) Filing records. The official records of the <br />Board shall be filed with the Secretary, who will be <br />charged with their safekeeping, and making them <br />available to the public during regular business hours <br />upon advance notification to City as to the records <br />required. <br />(B) Board records. Board records shall <br />include: <br />(4) Appeals resulting from separation, <br />demotion, suspension per ss 34.161, application <br />rejection, removal from eligibility lists, compulsory <br />leave, and the like, and the official action of the <br />Board for each such appeal. <br />(5) Exemptions fromcompetitiveexaminations <br />in the case of special or exceptional appointments <br />along with the reason therefor. <br />(6) Cancellation or postponement of <br />announced examinations along with the reasons <br />therefor. <br />(7) Corrections of manifest errors in scoring <br />examination papers along with the explanation <br />therefor. <br />(8) Extension of eligibility beyond the one- <br />year period to a maximum of two years. <br />(9) Names of eligibles removed from lists <br />along with the reasons therefor. <br />(10) Reinstatement of former employees to <br />eligibility lists along with the position on the lists as <br />determined by the Board. <br />(11) Correspondence files and such other <br />actions or items as the Board may require as a part of <br />its record. <br />(12) Record of findings as defined in §~ <br />'^ '"~' "°a '^ '~' 34.162. <br />(C) Personnel records. Records of the <br />following personnel transactions shall be maintained <br />by the designee of the appointing authority and shall <br />be made available to the Civil Service Board upon <br />request: <br />(1) Emergency appointments. <br />(2) Temporary appointments. <br />(3) Provisional appointments. <br />(4) Substitute appointments. <br />(5) Probationary appointments. <br />(6) Regular appointments. <br />
