<br />"SEPARATION". The severance, without
<br />prejudice, of an employee from City employment for
<br />administrative reasons.
<br />"SERVICE". The classified service of the City
<br />(B) These rules and regulations, and as they
<br />may be hereafter amended, apply to all positions in
<br />the classified service of the City as defined herein.

<br />"STATUS".
<br />(1) "EMPLOYEE STATUS". The type of
<br />appointment held by the employee; that is:
<br />temporary, provisional, substitute, probationary, or
<br />regular.
<br />(2) "POSITION STATUS". The type or
<br />duration of the position; that is: temporary, seasonal,
<br />or permanent.
<br />"SUBSTITUTE EMPLOYEE". An employee
<br />appointed temporarily from an appropriate eligibility
<br />list to a position in the classified service because of
<br />military leave or other extended leave of absence
<br />granted an employee with regular status.
<br />"SUSPENSION". The placing of an employee on
<br />a nonworking status with or without pay.
<br />"TEMPORARY EMPLOYEE". An employee
<br />appointed to a position in the classified service for a
<br />specified period for a special project or to replace a
<br />regular employee on limited leave.
<br />"TEMPORARY POSITION". Any position in
<br />the classified service which is not permanent but
<br />which requires or which is likely to require the
<br />services of the incumbent for a period of less than six
<br />months.
<br />"VOLUNTARY DEMOTION". A demotion
<br />made by the appointing authority upon written request
<br />of the employee submitted via the department head.

<br />3§ 4.002 PURPOSE OF RULES: POSTTIONS
<br />COVERED
<br />(A) These rules are adopted by the Civil
<br />Service Board and approved by the City Ee~txsil
<br />Commission pursuant to the City Charter, for the
<br />administration of civil service of the City, and
<br />implemented by ordinance, resolution, or other action
<br />of the City ~~sil Commission.
<br />34.003 EMPLOYEE PROHIBITIONS AND
<br />RESTRICTIONS
<br />(A) Discrimination prohibited. No employee
<br />in the classified service, nor any applicant seeking
<br />admission thereto, shall be denied equal employment
<br />opportunity as required by law.
<br />(B) Falsifying statements and records
<br />prohibited. No person shall willfully or corruptly
<br />make any false statement, certificate, mark, rating, or
<br />report in regard to any test, certification or
<br />appointment held or made under the personnel
<br />provisions of the City Charter; or in any manner
<br />commit, or attempt to commit, any fraud preventing
<br />the impartial execution of such personnel provisions
<br />or of these rules and regulations made thereunder.
<br />(C) Attempts to influence officials prohibited.
<br />No person seeking appointment to or promotion in
<br />the classified service of the City shall either directly
<br />or indirectly give, render, or pay any money, service,
<br />or other valuable thing to any person for, or on
<br />account of, or in connection with his/her test,
<br />appointment, proposed appointment, promotion, or
<br />proposed promotions.
<br />(D) Abuse of political influence. No person
<br />who holds any public office, or who has been
<br />nominated for, or who seeks a nomination or
<br />appointment to any public office, shall corruptly use
<br />or promise to use, whether directly or indirectly, any
<br />official authority or influence in order to secure or
<br />aid any person in securing personally, or for any
<br />other person, any office or employment in the
<br />classified service, or any promotion or increase in
<br />compensation therein, as a reward for political
<br />patronage. Nor shall any person, by means of threats
<br />or coercion, induce or seek to induce anyone in the
<br />classified service to resign his/her position or to
<br />waive his/her rights to certification, appointment, or
<br />promotion. No employee shall use or seek to use
<br />political influence, either directly or indirectly, to
<br />secure personally, or aid any person in securing, any
<br />office or employment in the classified service or any
<br />promotion or increase in compensation therein or in
