5 <br />"INITIAL PROBATIONARYEMPLOYEE". An <br />employee who has not attained initial regular status. <br />without interruption for a period of more than six <br />months. <br />"LABOR CLASS". Positions in the classified <br />service which require unskilled labor with no special <br />experience, education, or other qualifications, other <br />than physical fitness. <br />"LAYOFF". The separation from the classified <br />service of an employee where the position has been <br />discontinued because of either lack of funds or lack <br />of work, or where layoff has been authorized by the <br />City Ee~xsil Commission. <br />"LEAVE OF ABSENCE". (Deleted by <br />Ord. 726). <br />"MEMBER". A member of the Civil Service <br />Board. <br />"NONCOMPETITIVE CLASS". All positions <br />declared by the Civil Service Board to require <br />specific and exceptional qualifications of a scientific, <br />managerial, professional, or educational character, <br />and competition is impracticable for specified <br />reasons. <br />"OFFICERS". Those persons holding elective <br />offices. <br />"OFFICIALS". Thosepersonsholdingappointive <br />offices. <br />"ORIGINAL APPOINTMENT". The initial <br />appointment to a position in the classified service of <br />an employee whose name has been certified from an <br />appropriate eligibility list. <br />"PART-TIME EMPLOYEE". An employee <br />appointed to a position wherein the employee is <br />regularly scheduled to work less than the normal or <br />usual number of hours in any one week. <br />"PERMANENT POSITION". Any position in <br />the classified service which has required or which is <br />likely to require full-time services of an incumbent <br />"POSITION". A group of current duties and <br />responsibilities assigned or delegated by competent <br />authority requiring the full- or part-time employment <br />of one person. <br />"PROBATIONARY EMPLOYEE". A regular <br />employee appointed to a new permanent position <br />from a promotional eligibility list who has not <br />completed the required probationary period. <br />"PROMOTION". Advancement of an employee <br />from a position in a class to a position in another <br />class for which the pay grade is higher. <br />"PUBLIC HEARING". A meeting of the Civil <br />Service Board, open to the public, where any citizen, <br />taxpayer, or party at interest may appear and be <br />heard subject to these rules and regulations. <br />"PUBLIC NOTICE". A written notice placed <br />upon a bulletin board maintained at the City Hall in <br />a place accessible to the public during business hours <br />and such other places as may be designated by the <br />City Clerk. <br />"PUBLIC RECORD". A record which the public <br />shall have the right to inspect in a reasonable manner <br />during ordinary business hours. <br />"QUALIFICATIONS". The experience, <br />educational, physical, and personal requirements <br />determining the eligibility of an applicant. <br />"REGULAR EMPLOYEE". An employee who <br />was appointed under the provisions of the civil <br />service rules to a permanent position, and who has <br />satisfactorily completed his/her initial probationary <br />period. <br />"REMOVAL". The severance of an employee <br />from the City employment for cause. <br />"SEASONAL POSITION". Any position which <br />requires or is likely to require the services of an <br />individual during certain parts of each year. <br />"SECRETARY". The person referred to and <br />designated as Secretary of the Civil Service Board. <br />
