4 <br />"CHIEF EXAMINER". The Chief Examiner of <br />the Civil Service Board. <br />"CIVIL SERVICE EMPLOYEE". z41 <br />> > <br />established by the City Charter. <br />"COMPETITIVE CLASS". Positions in the <br />classified service for which it is practicable to <br />determine the merit and fitness of applicants by <br />competitive examination. <br />All persons appointed, including holdover <br />appointees, to City-paid positions in all paid <br />departments of the City, excluding Charter officers, <br />department heads, part-time and probationary <br />employees, excluding all those employed by the City <br />on professional retainer, all employees holding <br />seasonal, limited, or emergency appointments, and <br />any future (occasional) positions which may be <br />appointed for which an exempt status may be <br />specified by action of the City Manager and ratified <br />by affirmative vote of the City Commission. <br />"CLASS" or "CLASS OF POSITIONS". A <br />group of positions established under these rules <br />sufficiently similar in respect to their duties and <br />responsibilities: <br />(1) That the same title may be used with <br />clarity to designate each position allocated to the <br />class; <br />(2) That similar requirements as to <br />experience, education, capacity, knowledge, ability, <br />and other qualifications should be required of the <br />incumbents; <br />(3) That the same tests of fitness may be used <br />to choose qualified employees; and <br />(4) That the same salary range can be applied <br />under the same or substantially the same employment <br />conditions. <br />"CLASSIFICATION". The act or result of <br />assigning a position to the classified service. <br />"CLASSIFIED SERVICE". All paid positions in <br />the City employment not specifically excluded by <br />these rules. (See "CIVIL SERVICE <br />EMPLOYEES"). <br />"COMMISSION". The City Commission, as <br />,~E9Ub1EIL". The reduction of an employee <br />from a position in a class to a position in another <br />class for which the pay grade is lower. <br />"DE NOVO". Review anew, a proceeding <br />whereby a complete review of the subject matter is <br />conducted. <br />"DEPARTMENT HEAD". A person or agency <br />appointed by the Chief Examiner ~~''~ ~'~~~~' c°~~~^^ <br />Beam-c~pl to conduct and grade examinations <br />"EFFICIENCY". The evaluation of the <br />performance of an incumbent in relation to the <br />requirements of the position. <br />"ELIGIBLE". A person whose name is on a re- <br />employment, promotional, or original appointment <br />list. <br />"ELIGIBILITY LIST". A re-employment, <br />promotional, or original appointment list. <br />"EMPLOYEE". A person who is legally an <br />incumbent of a position. <br />"EXTREME EMERGENCY". Conditions of a <br />catastrophic nature, such as might result from <br />hurricanes or other acts of God or calamities of war. <br />"GRADE". The pay range established for a class <br />of positions in the classified service. <br />
