COMMISSION EFFECTIVENESS <br />Ms. Crotty facilitated a discussion among the Commission Members about the Commission's <br />effectiveness. She shared some of the characteristics of highly effective commissions that <br />included the following: <br />• Thinlt and act strategically <br />• Understand and demonstrate the elements of teams and teamwork <br />• Master small-group decision malting <br />• Clearly define roles and relationships <br />• Establish and abide by a commission-staff partnership <br />• Malte a systemic evaluation of policy implementation <br />• Allocate commission time and energy appropriately <br />• Set clear rules and procedures for commission meetings <br />• Get a valid assessment of the public's concerns and evaluation of the commission's <br />performance <br />• Practice continuous personal learning and development as a leader <br />The Mayor and Commissioners raised issues on all of the above points and shared ideas about <br />how to continuously improve. <br />ECONOMICAL AND PHYSICAL ENHANCEMENT PROGRAM <br />Don Martin, Community Development Director, made a presentation on ongoing activities in his <br />department including annexations, business recruitment, and city/CRA owned proper-ties. He <br />shared information on the market challenges, recovery predictions, and trends. The status and <br />options for the city center and Lahe Concord properties were discussed, as were some CRA <br />investment activities. Mr. Martin spolte of a Five Year Economic Development Plan that <br />includes a search fora "Game Changer". <br />Don then focused on a physical enhancement plan to increase the desirability of Casselberry <br />neighborhoods. He identified some base lines and amenities the city might consider and showed <br />pictures of potential design improvements in the city. <br />PRIORITY FOCUS <br />Ms. Crotty asked the Mayor and Commissioners to identify the areas they felt were important for <br />the city to focus upon during the next fiscal year. The following issues were listed: <br />Economic development <br />Neighborhood investments <br />Targeted neighborhoods that may be transitioning <br />Debt management <br />A "Game Changer" <br />Being more business friendly <br />
