Presentation: Third Generation Sales Tax <br />Dr. Bill Vogel, Superintendent of Seminole County Public Schools, addressed the City Commission <br />regarding the Third Generation Sales Tax. Dr. Vogel stated the current sales tax expires December <br />2011 and consideration of the third general sales tax would have to appear either on the August or <br />November 2010 ballot. The School District has continuing capital needs and is. in the process of <br />approaching the cities and the County regarding the continuation of the sales tax for another ten <br />years. Dr. Vogel distributed a document summarizing the millage options and sales tax options for <br />school funding, which is attached to and made a part of these minutes. Dr. Vogel stated the <br />School Board feels the sales tax option is the best funding option for all entities in the County. <br />Deputy School Superintendent George Kosmac stated the District was in the process of developing a <br />new project list and noted that both South Seminole Middle School and Casselberry Elementary <br />renovation and security projects are included on the new list. Dr. Vogel noted that a joint work <br />session between the Board of County Commissioners and the School Board will be held on January <br />26th to discuss the continuation of the sales tax. <br />Mayor Glancy stated the Third Generation Sales Tax has been the main focus of the Mayors and <br />Managers Group for the past few meetings. Mayol• Glancy stated she felt the continuation of the <br />sales tax would be beneficial to all the entities by providing economic stimulus in Seminole County. <br />Mayor Glancy stated that if the entities do not agree to put the issue on the ballot, it may be <br />impossible to get it back in the future because it will then be perceived as a new tax. Vice Mayor <br />Solomon stated she was in favor of the Third Generation Sales Tax. Commissioner Hufford stated <br />she was also in favor of continuing the sales tax but was interested in the what the breakdown for <br />each entity would be, especially relating to the non-educational proj ects and flexibility to address the <br />Casselberly community's needs. Commissioner Miller voiced concerns regarding the current <br />economic conditions and public perception of the tax. Commissioner Doerner agreed with <br />Commissioner Miller concerns, and voiced further concerns regarding any partnerships for <br />suppol•ting the continuation of the sales tax that did not include the support of the County. <br />13.
