The fuel <br />component makes up only 10% of the total annual consdner price index and will be split 5% far• the first half <br />of the year and 5% for the second half. Seminole County has agreed to calculate the CPI which includes the <br />fuel adjustments, and provide the information to the City by April and October of each year. <br />Budget Impact: The City has opted to utilize the 2-1-1 collection method which is comprised of 2 garbage <br />days, 1 yard waste day, and 1 recycling day. Currently residents are charged $18.48/home per month for <br />regular cm•bside collection and special collection services, and $28.48/home per month for side door collection <br />selvices (with no documented medical condition). <br />Upon entering into a Franchise Agreement with Waste Pro based on the new Seminole County Agreement, the <br />City would charge 18.42/home per month ($11.92 garbage selvices + $4 disposal fee + $2.50 administrative <br />fee) for regular and special collection selvices and $28.42/home per month for side door collection selvices for <br />those residents who do not have proper documentation of a medical condition. Pursuant to the new agreement, <br />Waste Pro will be entitled to an adjustment once a year based on the previous year's consumer price index <br />(CPI). The CPI adjustment is identical to the current agreement however the CPI calculation separating fuel <br />and labor components removes the fuel component uncertainty and allows the most competitive price. The <br />City has accmnulated revenue surplus of approximately $45,000.00 resulting from the difference between the <br />current rate for disposal charged to customers ($4.50/home per month) and the achral cost to the City of <br />approximately $4.00/home per month. This surplus will cover the costs associated with the 2009 CPI <br />(estimated to be 4%) and going forward, the adjustments for CPI will be passed on to the residents. <br />Recommendation: The City Manager and the City Cleric recommended approval of Ordinance 10-1311 on <br />first reading. <br />Audience Participation: The following individuals came forward to address Ordinance 10-1311: <br />2) Mr•. John Casselberry, 700 South Lost Lalce Lane, voiced concerns regarding the fuel component ofthe CPI <br />calculations. <br />MOTION: Commissioner Hufford moved to approve Ordinance 10-1311 on first reading, <br />as presented.
