Execution of the Use, Access and <br />Utility Agreement for a portion of Unit 2 is required prior to issuance of a building permit. <br />Mr. Parkhurst asked the applicant to come forward. Mr. Kevin Cannon, P.O. Box 3151, Orlando, Florida <br />came forward. Mr. Cannon stated that Pathways to Care has been operating since 2003 without any major <br />problems. Mr. Cannon expressed a concern with the 90 day limitation. He said it is critical to get the residents fully <br />integrated info the community, Mr. Gannon distributed and reviewed a letter from Mr. Green dated November 16, <br />2009 and Mr. Green's resume (copies are attached and made a part of the minutes). <br />Mr. Cannon said in many instances the process takes a minimum of 90 to 180 days to establish program <br />eligibility and sometimes there is a delay after that before benefits are received. Mr. Cannon also distributed and <br />reviewed a handeut showing an overview of some residents from Pathways to Care (a copy is attached and made a <br />part of the minutes). Mr. Cannon requested a Development Order that has a condition that the patient will be <br />immediately discharged when it becomes reasonably certain that they cannot obtain fheir benefits or succeed <br />through the program. <br />A general discussion ensued regarding the time frame needed far the program fn succeed, the refraining <br />portion of the program, the program funding and the determination for the length of stay. Mr. Cannon stated that 6 to <br />9 months would be a reasonable time frame for the program to succeed. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />A brief discussion ensued regarding the length of stay for patients at fhe facility. Mr. Parkhurst asked for a <br />motion to address CU 09-10. Mr. Aramendia recommended approval of GU 09-10 Pathways to independence based <br />on fhe staff report dated l~lovember 13, 2009 from Sandra Smith to fhe Planning and Zoning Commission including <br />the following revised conditions of approvaL• <br />1. Add a new condition no, 2: Execution and recordinn of the."tJse, Access & Utility Aareernent„ <br />[Exhibit H1 far a portion of Unit 2 to cco modate the landscaae imarnvements is required prior <br />to issuance of a buildfnc~permit. <br />
