Mr. Knight expressed a <br />concern regarding rebuilding his property if it were damaged. He said that he has a unique situation that he has <br />some manufacturing and he would not be able to rebuild or expand his site. He said that it limits his ability as to what <br />he can do on his property in the future. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said <br />he didn't know if there was a legal definition for the land use plan changes but in development fhis would be <br />considered a huge land use change of regional impact and it would require review by Tallahassee, He <br />recommended chat this item should be sent back for staff to review. He was concerned that the agenda was not <br />posted on the City's website. He also expressed concerns with the setback requirements needed for the taller <br />buildings. He said he spoke with the County Commissioners legal department regarding the taxation and same <br />other departments that were headed by constitutional officers and the County Commission does not have any <br />influence over those employees. He said based on attending City meetings, he felt that the City is concerned that the <br />County is undervaluing praperties. He felt that this could give the County power Eo overvalue properties and still <br />cripple the City. <br />Ms. Lynell Mulcahy, 120 Lemon Lane, Casselberry, Florida came forward. Ms, Mulcahy questioned the <br />designation for the area behind lots 10 and 11 near the church on Skate Road 436. Ms, Smith stated that area has a <br />low density residential designation. She said the property owners in that area were not notified because that area <br />was not included in the proposed future land use change. <br />Mr. James Fraleigh, 1290 Seminole Boulevard, Casselberry, Florida came forward, Mr. Fraleigh felt that it <br />was a bad decision to make these proposed changes, Mr. Fraleigh expressed a concern with the restriction to <br />rebuild a property if it is damaged more than 50%. Mr. Fraleigh commented thak the City Commission would review <br />requests to rebuild damaged properties. He said it is wrong to make changes that will hinder the future use of a <br />person`s property. Mr. Fraleigh was concerned that the Gity will not attract new businesses to Casselberry which will <br />affect the City's tax base. <br />
