Mr. James Fraleigh, 1290 Seminole Boulevard, Gasselberry, Florida came forward. Mr. Fraleigh <br />said he understands the zoning and planning that goes on within a city; but change to land uses is a very critical <br />thing. He said our City is a residential born city, He said most people don't realize how the [and is being used <br />because a map does not show what is on the land. He said we are experiencing hard economic times and we should <br />not restrict businesses from coming into the City. He said the City should entice future businesses and people to <br />come to Gasselberry, Mr. Fraleigh said that transportation concurrency was discussed at a City Commission meeting <br />and he felt it is a deliberate act to tax people coming into Gasselberry. Mr. Fraleigh felt that zoning changes should <br />be reviewed on a case by case basis. Mr. Fraleigh said US Highway 17-92 is starting to look like a ghost town and <br />he felt that the proposed flyover is going to kill our City. Mr, Fraleigh felt that further studies should be made before <br />any changes are made. He said the reason for a city to expand is to make it stronger and better, <br />Mr. John Gasselberry, l00 South Last Lake Lane, Gasselberry, Florida came forward. Mr. Gasselberry <br />questioned the notil•ication process for the surrounding property owners. Mr. Gasselberry was concerned that the <br />City's gre equipment was not adequate to handle the taller structures. Mr. Gasselberry felt that Seminole County <br />would stark taxing based on the future land use designation rather than the zoning designation. He felt that individual <br />property owner's could request changes to their property. <br />Ms, Debra Gowan, 251 Fern Street, Gasselberry, Florida came forward, Ms. Cowart s#ated that the City <br />explained to her that as a single family residence her property would be °grandfalhered° in under the new land use; <br />however, if some natural disaster destroyed her property she would not be allowed to rebuild. Ms. Cowart <br />questioned if there was anofher designation that would allow the City to put in the commercial but also allow the <br />single family homes. <br />Ms, Smith explained that the future land use change would make the residential properties non-conforming. <br />She said the use may continue to exist; however, if the property is damaged there is an opportunity to go before the <br />Board of Adjustment and request to rebuild the structure.
