She said it is also possible to add language to the <br />code that could address a natural disaster that would allow certain areas to rebuild. <br />Ms, Connie Halscott,1518 Winter Green Boulevard, Winter Park, Florida came forward. Ms. Halscott stated <br />she is President of Winter Green at Winter Park. Ms. Halscott skated that the 94 homeowners in their planned unit <br />development (south of Bally on State Road 436} did not receive any notification as to the proposed changes. Ms. <br />Halscott said the area that the city is proposing to change is owned by Winter Green at Winter Park and is currently <br />being used as a recreational area for the residents. Mr. Parkhurst stated at this time the Board is reviewing the land <br />use changes for US Highway 17-92. <br />Mr. Andrew Gaba, 111 Lemon Lane, Casselberry, Florida came forward. Mr. Gaba stated all the properties <br />to the north of his home were notified; however, the properties to the south were not notified, He said staff explained <br />that notification to the surrounding properties is required for zoning changes, however, changes to future land use <br />designation does not require individual notification of adjacentlsurrounding property owners. Mr. Gaba said he does <br />not want six story buildings in his neighborhood. Mr. Gaba felt that the whole neighborhood should be included and <br />not just one side of the street. <br />Ms. Lynell Mulcahy, 120 Lemon Lane, Casselberry, Florida came forward. Ms. Mulcahy said she has mixed <br />feelings about this agenda item, She said it doesn't make sense to take one side of the street in a residential <br />neighborhood and change the planning and possibly the zoning of the parcels. <br />Ms. Joanne Repple, 101 Normandy, Gasselberry, Florida came forward. Ms. Repple stated she was a <br />student at the academy last year and they spent a day on the density. She was shocked that Seminole County didn't <br />care about the people. She felt this was a!I about taxes and government needs to start thinking about the people. <br />We are in a recession now, Ms. Repple said changes need to be made to help the people and not to worry about the <br />money. <br />In response to the Commission's question, Ms. Smith explained the development process. She stated that <br />the PMX-Mid zoning designation allows up to six stories and buffering and landscaping adjacent to low density <br />residential properties would be required. Ms. Smith stated that the PMX-High zoning designation allows up to a ten <br />
