He said the City's tree bank fund was created with the <br />sole purpose of providing alast-resort option to those developments which could not place all required materials an- <br />site. This option allows the City to plant trees elsewhere in the City in order to benefit the community as a whole, <br />Establishing a precedent of site plan modifications and waivers which reduce the number of trees within fhe City is <br />contrary #o the intent of the City's Landscaping and Tree Preservation regulations. Community Development staff is <br />unable to support the elimination of the required tree bank contribution for this project <br />Mr. Senzee said should the Planning and zoning Commission choose to approve SPR 10-01 for a waiver <br />from the replacement of 172.2b" dbh of removed canopy trees for the property located at 96 Plumosa Avenue the <br />approval should be based upon the findings of fact and conclusions of the staff report dated February 5, 2010 and <br />the attached Exhibits A-D of the staff report. <br />A general discussion ensued regarding the addition of landscaping on the site, oak trees around the <br />retention ponds, installation of larger frees and the quality of the landscape material used on the site. Mr, Senzee <br />said the applicant has the option to provide understory trees and shrubs on the site; however, he would not <br />recommend planting additional canopy trees on the site. <br />Mr. Parkhurst asked the applicant to come forward, Ms. Ellen Parcell, CEO of Heart fo Wearf, 96 Plumosa <br />Avenue, Casselberry, Florida came forward. Ms. Parcell explained that Lisa Merlin left the organization and the <br />facility was closing. She said she was brought in by the organization to help re-establish if financially and get the <br />home back in order so that services could be continued at this location. Ms. Parcell stated that the facility name has <br />been changed; however, it is still the same organization that was established in 1992. Ms, Parcell said the main <br />issue was to service women and children and to ensure that the building met code and standards for Seminole <br />Gounty. <br />
