Mr. Aramendia made a motion for a favorable <br />recommendation ko the City Commission for LPA 09-09 Design Overlay Districts based on the staff report dated <br />January 27, 2010 from Ms. Smith to the Local Planning Agency as presented. Mr. Van Meter seconded the motion. <br />The motion passed unanimously by voice vote. <br />Sixth Item of Business: LPA 09-'10: House 13111 697. Providing amendments to various elements within the <br />Comprehensive Plan to include provisions required by House Bill 697 regarding greenhouse gas and energy <br />efficiency. <br />Ms, Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated January 27, <br />2010 to the City of Casselberry• Local Planning Agency (a copy is on file in the Community Development <br />Department). Ms. Smith requested the Local Planning Agency provide a favorable recommendation to the City <br />Commission for the consideration of an ordinance amending portions of the City's Comprehensive Plan to address <br />Chapter 2008-191, Laws of Florida (House 13111697). <br />After a brief discussion, Mr. Parkhurst asked if there was anyone in the audience who wished to speak in <br />favor of, or in opposition to, the request. Mr. David Meltzer, 419 P Street, Casseiberry, Florida came forward, Mr. <br />Meltzer said he is has not seen the agenda item but questioned if the City is accepting new procedures without <br />studying what it may cost the City. Ms, Smith explained that these items are policies that state what the Cify is going <br />to try to implement and it would be based on tfie City's ability to pay for any of these suggestions. Ms. Smith said <br />that these are policies for the City to try to implement. It was also stated that These policies also aid the City with <br />receiving grant funding. <br />Mr, John Gasselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />questioned the objective far the greenhouse gases. <br />Alter a brief discussion regarding conservation areas, Mr, Parkhurst asked for a motion to address LPA 09- <br />10. Mr, Aramendia made a motion to provide a favorable recommendation to the Gity Commission for LPA 09-10 <br />House Bll[ 697 based on the staff report dated January 27, 2010 from Ms. Smith to the local Planning Agency as <br />presented. Ms. Hyde seconded the motion. The motion passed with a majority voice vote with Mr. l3akalla casting <br />the dissenting vote. <br />
