Planning ~ Zoning CommissEonl <br />local Planning Agency <br />January 13, 2010 <br />Page 9 <br />Mr. Hale felt that Sketch 13 on page 5 of the draft ordinance could be misleading, Ms. Smith stated that the <br />sketch was provided to demonstrate parking for irregular shaped structures with front facades, Mr. Hale suggested <br />using two different sketches to demonstrate side yard parking on the left side and right side, Mr. Hale said that the <br />sketch appears to allow parking of two recreational vehicles. <br />In response to the Commission's question, Ms. Smith said screening includes from lakes, adjacent <br />properties and also golf courses. She said there is no exemption as to the depth of the lot. Mr. Hale stated that a lot <br />of the parking infractions occur on weekends and the vehicles are removed during the week. Ms. Smith stated that <br />Gode Enforcement works one Saturday per month. <br />A general discussion ensued regarding the height of landscaping screening, the code enforcement process, <br />changes to the location of the designated parking area and parking in the right of way. !n response to the <br />Commission's question, Ms. Smith stated that personal use vehicles are expected to be parked in the residential <br />dis#rict. She said it is a privilege to allow residents to park their commercial vehicle in a residential district; therefore, <br />if it is of a commercial use it must be parked so that it does not affect the aesthetics of the community. Ms. Smith <br />reviewed the allowed parking areas for private use vehicles. Ms. Smith said generally an inoperable vehicle is <br />parked in the rear yard. <br />A discussion ensued regarding the lack of screening from the road. Ms. Smith explained that there had <br />been discussions regarding using a gate to provide screening in the front and the Commission did not want to put <br />that economic responsibility on the citizens. The maximum length of vehicles was discussed. Ms, Smith stated that <br />the maximum length for parking spaces in commercial areas is 20 feet. The enforcement of the vehicle length was <br />discussed. Ms. Smith stated that Code 1=nforcement staff could obtain vehicle lengths from the Internet which would <br />eliminate staff from going onto the property to make that determination. <br />In response to the Commission's question, Ms. Smith stated that Chief Rut was involved in developing and <br />reviewing the parking criteria. <br />
