Mr, Thomas Francis, 215 North Eola Qrive, Orlando, <br />Florida came forward. Mr. Francis said they support staftas recommendations and he is availabie to answer any <br />questions, <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came folward, <br />Mr, Parkhurst asked for a motion to address SPFt 09-15. Mr. Aramendia recommended approval of SPft <br />09-15 Geneva Schcol site plan based on the staff report dated January 13, 2010 from Ms. Smith to the Planning and <br />Zoning Commission as presented. Mr. Van Meter seconded the motion. The motion passed unanimously by voice <br />vote. <br />Ninth item of Business: ZB 09.11: Parkin~c, Public hearing for proposed amendments to ULDR Section 3- <br />10.9, Parking in residential districts. <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated January 13, <br />2010, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department}. !n response to the Commission's question, Ms, Smith stated that the Gity Commission eliminated the <br />visitor recreational vehicle parking permit and added the ability to have a 24 hour period for parking in the front yard <br />for loadinglunloading and repairs. <br />A general discussion ensued regarding increasing the maximum fence height to 8 feet. Ms, Smifh explained <br />that if the increase in the maximum fence height was approved, additional changes to the code would be necessary, <br />A general discussicn ensued regarding the landscaping requirements for pervious parking areas, pervious driveway <br />materials, enforcement of restrictions and height and length requirements of recreational vehicles. <br />In response to the Commission's question regarding parking private vehicles behind the front facade of <br />homes with side entry garages, Ms. Smifh stated that she would research it and make the necessary changes to <br />clarify the Code. <br />
