Mayor <br />Glancy read a letter from the Florida Department of Law Enforcement sent to Mr. Fraleigh into the <br />record. The letter stated an investigation by the Florida Department of Law Enforcement was not <br />warranted from review of any of the complaints it has received from Mr. Fraleigh. <br />No one else came forward. Mayor Glancy closed Citizens' Comments. <br />8. CONSENT AGENDA <br />A. Special Invoice Report <br />Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial <br />process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in <br />excess of 5% of the total project. The following item has been reviewed by the affected departments and is <br />being presented for approval: <br />Shepard, Smith & Cassady, P.A. <br />• Hearing Officer Services for Red Light Camera Appeals $225.00 <br />December 2009 Invoice No. 2300 <br />Budget Impact: Funds for the Hearing Officer invoice are available in the FY 2010 Budget Account No. 001- <br />0610-521-34. <br />Recommendation: The City Manager and staff recommended approval of the Special Invoice Report as <br />submitted. <br />B. Resolution 10-2108 -Settlement Agreement for 535 Queens Mirror Circle/John <br />Casselberry <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF A SETTLEMENT AGREEMENT BETWEEN JOHN CASSELBERRY AND THE <br />CITY OF CASSELBERRY, REGARDING THE FORECLOSURE OF A CODE ENFORCEMENT <br />LIEN ON 535 QUEENS MIRROR CIItCLE; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE. <br />Introduction: Resolution 10-2108 provides for a settlement agreement with John Casselberry to settle the <br />remaining count in the foreclosure case on his property located at 535 Queens Mirror Circle in the amount of <br />$10,000 in full and complete satisfaction of the foreclosure lawsuit. The City Attorney noted a scrivener's <br />error on page 2 ofthe agreement had been corrected to reflect "count 1"instead of"count 2" and replacement <br />pages were distributed to the City Commission. <br />Budget Impact: The settlement agreement will result in the recovery of $6.78 in certified mailing costs, <br />
