ROLL CALL The City Clerk called the roll of Elected Officials. All were present. 5. MINUTES A. Minutes of January 11, 2010 -Regular Meeting MOTION: Commissioner Miller moved to approve the minutes of the January 11, 2010 Regular Meeting as presented. Motion was seconded by Commissioner Hufford. Motion carried unanimously by voice vote 5 - 0. 6. PRESENTATIONS/COMMENDATIONS A. PRESENTATION -RISK MANAGEMENT A presentation discussing an overview of the City's risk management program was given by Ms. Kristen Chamberlain, Special Projects Coordinator. A copy of the presentation is attached to and made a part of these minutes. 7. CITIZENS' COMMENTS Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of decorum. The following individuals came forward: 1) Mr. John Casselberry, 700 South Lost Lake Lane, noted that a scrivener's error was found on page 2 of the settlement agreement for his property being presented on the Consent Agenda and has been corrected. Mr. Casselberry voiced concerns regarding the levels of phosphorous contained in the City's drinking water. 2) Mr. Jack Diel, 763 Mango Drive, voiced concerns regarding the minimum charges established for utility services and felt that the formula for the charges should be changed and solely be based on usage. 3) Mr. James Fraleigh, 1290 Seminola Boulevard, voiced concerns regarding the newly established citizen comment time limit as well as the length and conduct of City Commission meetings. Mr. Fraleigh stated he felt his due process rights have been continually violated by the City Commission
