<br />Mr. Cruz introduced himself to the Board and gave the Board a brief overview of the <br />Blueway Trail System. The Blueway Trail System was a concept developed over 10 <br />years ago with a goal to establish a passive canoe trail for the lakes of Casselberry <br />with public access (Middle, North, and South Lake Triplet, Lost Lake, and Secret <br />Lake). Funding was received from Seminole County via a boating grant to help <br />make the Blueway Trail System possible. Mr. Rose inquired about the specific <br />funding source for the grant Mr. Cruz advised that the grant funding was derived <br />from boating and fishing licenses. He could obtain more specifics at a later time. <br /> <br />Mr. Cruz mentioned that the local chapter of the Eagle Boy Scouts volunteered to <br />build a canoe rack that is now located in Secret Lake Park. Mr. Cruz also briefly <br />discussed the rates and charges for canoe/kayak rental (which includes vests, a <br />canoe/kayak, paddles, etc.). Informational handouts were given and Board <br />members were asked to distribute the information in their community. <br /> <br />Although the Blueway Trail System is open to the public, at this moment and until a <br />well formulated plan is in place to address mass usage, the Parks Department would <br />like to make this system available to residents of Casselberry only. Reservations <br />can be made by contacting the Park Department, Monday thru Friday 8am-4pm; <br />rentals must be made during the week; Park maintenance personnel will be <br />available Monday thru Sunday until 9pm. <br /> <br />Members expressed concerns such as deep dredging, maintenance and re- <br />vegetation plans, and hydrilla treatment for the lakes that will be used. Dr. Brock <br />advised that there are currently no near-term plans as of yet to re-vegetate the <br />Triplet Chain of lakes other than what has been accomplished thus far. The City <br />does have a contract in place for monthly aquatic plant management. It was also <br />suggested that the Parks Department focus on publiC education and the <br />implementation of an outreach program to obtain volunteers to clean the <br />lakes/canals. <br /> <br />After much discussion, Mr. Pat Rose made a motion to support the Blueways <br />Trail System. The motion was seconded by Mr. Matthew Martin and <br />carried by voice vote. <br /> <br />B. Florida Yards & Neighborhoods (FY&N) Resident Workshop Schedule: Dr. <br />Brock advised the Board that the City has entered into an agreement with Seminole <br />County FY&N for residential workshops. In accordance with the agreement, the City <br />is entitled to one residential workshop per year and individual homeowner <br />association meetings. Dr. Brock is currently attempting to setup the first residential <br />workshop and asked the Board for recommendations (Mayor later). Members of <br />the Board suggested that May would be better. Dr. Brock will contact Neta, FY&N, <br />to secure a date in May. <br /> <br />6. Audience Participation: There were three members in the audience (Paul Blais, Andrew <br />Meadows, and John Casselberry). <br /> <br />Mr. Paul Blais, 329 Seminola Boulevard, expressed concerns with the fish screens <br />being removed from Lake Kathryn in anticipation of the weir replacement project. Mr. <br />Blais explained that when the fish screens were removed, the grass carp (for which a <br />permit was obtained) began to escape which led to the resurface of hydrilla issues. Mr. <br />Blais was ultimately concerned that the terms of the permit would not be met and that <br /> <br />3 <br />
