effort to clear the land for construction. The employees of the Parks Department
have been relocated to various empty offices within City Hall. Dr. Brock also
reiterated that there are certain elements of the Stormwater Park's construction that
must be completed by the end of April to satisfy the terms of the FRDAP grant.

B. Educational Letter and Workshop Planning for Lakefront Properties: Dr.
Brock handed out a revised draft of the "Lake Management Guide" for lake front
residents. Board members were afforded an opportunity to peruse the content of
the gUide and were urged to provide feedback prior to the February LMAB meeting.
The City Manager and Public Works Director will need to approve the final version
before print and distribution. A volunteer from Lake Kathryn wants to distribute the
Lake Management Guide to neighbors in his community. Other forms of distribution
include but are not limited to the City's website, mail, and inclusion in the bi-
monthly Casselberry Connection newspaper insert.

Also discussed was the workshop element for lakefront owners and lake users.
Discussion topics included identifying/prioritizing lakes, whether to start with smaller
lakes, giving a workshop for each lake or grouping lakes together, and whether
topics should differ depending on specific issues plaguing each lake, or the topics
generated at previous lake workshops, or whether the focus should initially be on
water quality and plant management. Other ideas include:

. Ensuring the new Lake Management Guides are available as handouts

. Ensuring the right staff combination is present (those who can speak about
the City Code and the law concerning lake management)

. Ensuring residents understand the purpose of the workshop (educational
purposes only, not gripe sessions)

. Ensuring that a workshop schedule is available and distributed for upcoming
workshops and lakes on which they will be held

. Sample lakes prior to workshop to show the present condition of the lake

. Host a separate, "master" workshop at the City that is prepared to discuss
broad topics on lake management; have panelists available to address
questions and/or concerns

Dr. Brock indicated he would refine the above ideas to discuss further at the next
meeting.

The Board also briefly discussed the septic tank abandonment procedures and
sewer availability.

5. New Business

A. Blueway Trail System and Kayak/Canoe Concessions Presentation: Dr.
Brock petitioned the Board to have this item moved to the beginning of this meeting
in an effort to have Luis Cruz, Parks & Recreation Department Facilities Manager,
expedite his presentation. The Board members approved of Dr. Brock's request and
placed this item at the top of the agenda.

2
