<br />Office holders shall serve the office to which they were elected and sworn until their <br />successor is sworn, seated and assumes office. <br />Upon assumption of office, the Commission shall organize itself for the purpose of <br />transacting any and all necessary lawful business of the City. <br />(Ref. of 12-6-83; Ref. of 9-2-86; Ord. No. 94-808, S I, adopted July 18, 1994, and approved by referendum in <br />public elections Nov. 8, 1994, and effective Jan. 1, 1996, set out provisions amending the first <br />paragraph of S 16 by repealing the language following the words "assume the duties and <br />responsibilities of office" and substituting new language as set out above. The old provisions <br />read "upon the second Monday in December following the regular City election in which they <br />were elected." <br /> <br />Section 4.14. Sell. 17. Regular meeting. <br />The City Commission shall meet regularly at such times and at such places as may be <br />specified by Ordinance, except that it shall meet regularly not less than once each month. <br />(Ord. Special meetings. <br />The City Manager or any two (2) members of the Commission may call special meetings <br />of the Commission, upon at least twenty-four (24) hours' written notice to each member, served <br />personally or left at his or her usual place of residence, or place of business. All official <br />meetings of the City Commission shall be public, and any citizen shall have access to the <br />minutes and records thereof at all reasonable times. Legislative procedure. <br />A majority of all members elected to the City Commission shall constitute a quorum, but <br />a less number may adjourn from day to day and compel the attendance of absent members in <br />such a manner and under such penalties as may be prescribed by Ordinance. The affirmative <br />vote of three (3) members shall be necessary to adopt any Ordinance or Resolution, except as <br />specifically required by S 157.296 [the City zoning Ordinance], City Code, and the passage of <br />all Ordinances and Resolutions shall be taken by "yeas" and "nays" and entered upon the <br />journal. <br />(Ord. CITY MANAGER <br /> <br />Section 5.01. Sell. 23. Appointment; qualifications; compensation. <br />The City Commission shall appoint a City Manager for an indefinite term by a majority <br />vote of all of the Commissioners and fix his or her compensation.
