<br />(10) Provide for an independent audit. <br />(Laws of Fla. ch. 67-1192, S 1; Ord. No. 559,12-15-86; Ord. No. 680, 9-17- <br />90/11-6-90) <br /> <br />Section 4.05. Sell. 12. Mayor; Vice Mayor. <br />The Mayor shall preside at all meetings of the City Commission, shall be recognized as <br />head of the City government for all ceremonial purposes, by the governor for purposes of <br />military laws, for service of process, execution of contracts, deeds, and other documents. The <br />Mayor shall be a member of the City Commission and shall have a vote as a Commissioner on <br />any matters coming before the City Commission. The City Commission shall annually elect from <br />among its members a Vice Mayor at the first meeting after the regular City election. The Vice <br />Mayor shall hold office for a term of one (1) year or until a successor is elected. If a vacancy <br />occurs, the office of Vice Mayor shall be filled by the City Commission for the completion of the <br />unexpired term. The Vice Mayor shall act as the Mayor during the absence or disability of the <br />Mayor. <br />(Ord. No. 680, S IV, 9-17-90/11-6-90) <br /> <br />Section 4.06. Compensation; Expenses. <br />The City Commission may determine the annual salary of the Mayor and <br />Commissioners by ordinance, but no ordinance increasing such salary shall become effective <br />until after the next regular City election. The Mayor and Commissioners shall receive their <br />actual and necessary expenses incurred in the performance of their duties of office, in <br />accordance with City policy. <br /> <br />Section 4.07. Prohibitions. <br /> <br />(a) Holding Other Office. Except where authorized by law, no Commission <br />member shall hold any other elected public office during the term for which the <br />Commission member was elected. No Commission member shall hold any other <br />City office or City employment during the term for which the Commission <br />member was elected. No former Commission member shall hold any <br />compensated appointive office or employment with the City until one year after <br />the expiration of the term for which the member was elected to the Commission. <br /> <br />Nothing in this section shall be construed to prohibit the Commission from <br />selecting any current or former Commission member to represent the City on the <br />governing board of any regional or other intergovernmental agency. <br /> <br />(b) Appointments and Removals. Neither the City Commission nor any of its <br />members shall control or demand the appointment or removal of any City <br />administrative officer or employee whom the City Manager or any subordinate of <br />the City Manager is empowered to appoint, but the Commission may express its <br />views and fully and freely discuss with the City Manager anything pertaining to <br />appointment and removal of such officers and employees <br /> <br />(c) Interference with Administration. Except for the purpose of inquiries and <br />investigations under Section 4.11, the Commission or its members shall deal <br />with City officers and employees who are subject to the direction and supervision <br />of the City Manager solely through the City Manager, and neither the <br />Commission nor its members shall give orders to any such officer or employee, <br /> <br />4 <br />
