<br />have their three (3) year terms extended by one (1) year. The Commissioners for Seats 1, 2 <br />and 3 shall be elected for four (4) year terms beginning November 5, 2002, and every general <br />election four (4) years thereafter. There shall be no regular City election for Seats 1, 2 and 3 in <br />2001, nor for seats 1, 2, 3, 4 and 5 in odd-numbered years thereafter. <br />(Ord. No. 680, Sill, 9-17-90/11-6-90; Ord. No. 00-990, S 2,11-7-00) <br /> <br />Section 4.03. Sell. 11. Qualifications and disqualifications. <br />Members of the City Commission shall have been residents of the City continuously for <br />the one (1) year immediately preceding qualification. They shall have the qualifications of <br />electors in the City, and shall be residents and reside within the municipal limits while in office. <br />Any member of the City Commission ceasing to possess any of the foregoing qualifications, or <br />who shall be convicted of a felony, shall forfeit his office. Absence from three (3) consecutive <br />regular meetings by any member of the City Commission shall operate to vacate the seat of <br />said member, unless such absence is excused by the City Commission and such absence <br />recorded upon the minutes of said meeting setting forth the conditions, if any, of such excuse. <br />(Ref. of 9-2-86; Ord. Powers. <br />All powers of the City of Casselberry and the determination of all matters of policy shall <br />be vested in the Commission. The City Commission may by Ordinance or Resolution prescribe <br />the manner in which any power of said City shall be exercised. Without limitation of the <br />foregoing, the Commission shall have the power to: <br /> <br />(1) Establish other administrative departments and distribute the work of divisions <br />within the departments; <br /> <br />(2) Adopt the budget of the City; <br /> <br />(3) Authorize the issuance of revenue bonds by a bond Ordinance; <br /> <br />(4) Inquire into the conduct of any office, department or agency of the City and <br />make investigations as to municipal affairs; <br /> <br />(5) Set up and appoint members of such official boards or advisory groups that the <br />Commission may desire to establish; <br /> <br />(6) Adopt plats; <br /> <br />(7) Adopt and modify the official map of the City; <br /> <br />(8) Regulate and restrict the height and number of stories of buildings and other <br />structures, the size of yards and courts, the density of populations and the <br />location and use of buildings for trade, industry, business, residence or other <br />purpose; <br /> <br />(9) Adopt, modify and carry out plans proposed by the planning board of the <br />replanning, improvement and redevelopment of neighborhoods and for the <br />replanning, reconstruction or redevelopment of any area or district which may <br />have been destroyed in whole or in part by disaster; <br /> <br />3 <br />
