<br />Section 2.03. Sell. S. [Reserved.] <br />Editor's note: Section 6 was repealed by Laws of Fla. ch. 69-927, S 2. <br /> <br />Article III. POWERS OF THE MUNICIPALITY. <br /> <br />Section 3.01. Sell. 7. General powers. <br />The City shall have all powers possible for a city to have under the constitution and laws <br />of this state as fully and completely as though they were specifically enumerated in this Charter. <br /> <br />Section 3.02. Sell. 8. Construction. <br />The powers of the City under this Charter shall be construed liberally in favor of the City <br />and the specific mention of particular powers in the Charter shall not be construed as limiting in <br />any way the general power granted in this Article. <br /> <br />Section 3.03. Intergovernmental relations. <br />The City may participate by contract or otherwise with any governmental entity of this <br />state or any other state or states or the United States in the performance of any activity which <br />one or more of such entities has the authority to undertake. <br /> <br />ARTICLE IV. FORM OF GOVERNMENT; CITY COMMISSION <br /> <br />Section 4.01. Sell. 9. Form of government. <br />The City Commission shall be the governing body of the City of Casselberry. The form <br />of government provided by this Charter shall be known as the "City Commission-City Manager <br />government." Pursuant to its provisions and subject only to the limitations imposed by the State <br />Constitution and by this Charter, all powers of the City shall be vested in said elective <br />commission, hereinafter referred to as the "City Commission," which shall enact local <br />legislation, adopt budgets, determine policies, and otherwise conduct all affairs of the City. An <br />appointed City Manager shall execute all laws and administer the government of the City. All <br />powers of the City shall be exercised in the manner prescribed by this Charter, or if the manner <br />be not prescribed, then in such manner as may be prescribed by Ordinances. <br />(Ord. No. 680, S II, 9-17-90/11-6-90) <br /> <br />Section 4.02. Sell. 10. Creation of City Commission; composition; term. <br />There is hereby created a City Commission of the City of Casselberry consisting of five <br />(5) members; four (4) Commissioners and a Mayor, who shall also be known as a <br />Commissioner. Each member of the City Commission shall be elected at large in the manner <br />provided in this Charter and shall hold office for a term of four (4) years, or until their <br />successors are elected and certified. No member of the City Commission shall serve more than <br />three (3) consecutive terms. <br />The regular election of Commissioners and the Mayor/Commissioner shall be held in <br />even numbered years to coincide with the Florida gubernatorial and United States presidential <br />elections. The City Commission shall have staggered terms. The selection of members of the <br />City Commission shall be by seats known as Seats 1, 2, 3, and 4 for the Commissioners and <br />Seat 5 and one (1) Commissioner for Seat 4 shall be elected at the regular City election for four <br />(4) year terms beginning November 7, 2000, and every general election four (4) years <br />thereafter.
