The City shall have all powers possible for a city to have under the constitution and laws of this state as fully and completely as though they were specifically enumerated in this Charter. Section 3.02. Sell. 8. Construction. The powers of the City under this Charter shall be construed liberally in favor of the City and the specific mention of particular powers in the Charter shall not be construed as limiting in any way the general power granted in this Article. Section 3.03. Intergovernmental relations. The City may participate by contract or otherwise with any governmental entity of this state or any other state or states or the United States in the performance of any activity which one or more of such entities has the authority to undertake. ARTICLE IV. FORM OF GOVERNMENT; CITY COMMISSION Section 4.01. Sell. 9. Form of government. The City Commission shall be the governing body of the City of Casselberry. The form of government provided by this Charter shall be known as the "City Commission-City Manager government." Pursuant to its provisions and subject only to the limitations imposed by the State Constitution and by this Charter, all powers of the City shall be vested in said elective commission, hereinafter referred to as the "City Commission," which shall enact local legislation, adopt budgets, determine policies, and otherwise conduct all affairs of the City. An appointed City Manager shall execute all laws and administer the government of the City. All powers of the City shall be exercised in the manner prescribed by this Charter, or if the manner be not prescribed, then in such manner as may be prescribed by Ordinances. (Ord. No. 680, S II, 9-17-90/11-6-90) Section 4.02. Sell. 10. Creation of City Commission; composition; term. There is hereby created a City Commission of the City of Casselberry consisting of five (5) members; four (4) Commissioners and a Mayor, who shall also be known as a Commissioner. Each member of the City Commission shall be elected at large in the manner provided in this Charter and shall hold office for a term of four (4) years, or until their successors are elected and certified. No member of the City Commission shall serve more than three (3) consecutive terms. The regular election of Commissioners and the Mayor/Commissioner shall be held in even numbered years to coincide with the Florida gubernatorial and United States presidential elections. The City Commission shall have staggered terms. The selection of members of the City Commission shall be by seats known as Seats 1, 2, 3, and 4 for the Commissioners and Seat 5 and one (1) Commissioner for Seat 4 shall be elected at the regular City election for four (4) year terms beginning November 7, 2000, and every general election four (4) years thereafter. Effective November 7, 2000, the three (3) Commissioners for Seats 1, 2 and 3 shall 2
