"EXHIBIT A" PART I CHARTER PREAMBLE Under authority conferred by the Constitution of the State of Florida, the people of the City of Casselberry enact this Charter as the law of the City for the purpose of protecting and enhancing the health, safety, environment, and general welfare of the people; to enable municipal government to provide services and meet the needs of the people efficiently; to allow fair and equitable participation of all persons in the affairs of the City; to provide for transparency, accountability, and ethics in governance and civil service; to foster fiscal responsibility; to promote prosperity and to meet the broad needs for a healthy, progressive city. ARTICLE I. INCORPORATION OF MUNICIPALITY; GENERAL PROVISIONS Section 1.01. Sell. 1. Incorporation. The present government of the Town of Casselberry, Seminole County, Florida, is hereby abolished and a new municipality to be known as the City of Casselberry, Florida, is hereby created and established and incorporated under this Charter. Such municipality shall have perpetual succession. Section 1.02. Sell. 2. Continuity; obligations; officers held over. The titles, rights, and ownership of property and obligations of every form held and owned by the Town of Casselberry, abolished by this act, shall pass to and be vested instanter in the City of Casselberry as a municipal corporation, created by this act. Debts, obligations, and contracts of the Town of Casselberry shall pass to and be binding upon the City of Casselberry as successor municipality. Section 1.03. Sell. 3. Repeal or continuance of existing ordinances. All existing ordinances in conflict with this Charter are hereby repealed; those not in conflict with the provisions of this Charter shall continue in full force and effect unless repealed, amended, or modified by the municipality which is hereby organized and created. ARTICLE II. CORPORATE BOUNDARIES Section 2.01. Sell. 4. Description of City limits. Editor's note: The boundaries of the City are not printed herein, but are on file in City Hall. Section 2.02. Sell. 5. Extending territorial limits. The corporate limits of the City of Casselberry may be extended as provided by law. (Laws of Fla. ch. 69-927, S 1; Ord.
