<br />"EXHIBIT A" <br /> <br />PART I CHARTER <br /> <br />PREAMBLE <br /> <br />Under authority conferred by the Constitution of the State of Florida, the people of the City of <br />Casselberry enact this Charter as the law of the City for the purpose of protecting and <br />enhancing the health, safety, environment, and general welfare of the people; to enable <br />municipal government to provide services and meet the needs of the people efficiently; to allow <br />fair and equitable participation of all persons in the affairs of the City; to provide for <br />transparency, accountability, and ethics in governance and civil service; to foster fiscal <br />responsibility; to promote prosperity and to meet the broad needs for a healthy, progressive <br />city. <br /> <br />ARTICLE I. INCORPORATION OF MUNICIPALITY; GENERAL PROVISIONS <br /> <br />Section 1.01. Sell. 1. Incorporation. <br />The present government of the Town of Casselberry, Seminole County, Florida, is <br />hereby abolished and a new municipality to be known as the City of Casselberry, Florida, is <br />hereby created and established and incorporated under this Charter. Such municipality shall <br />have perpetual succession. <br /> <br />Section 1.02. Sell. 2. Continuity; obligations; officers held over. <br />The titles, rights, and ownership of property and obligations of every form held and <br />owned by the Town of Casselberry, abolished by this act, shall pass to and be vested instanter <br />in the City of Casselberry as a municipal corporation, created by this act. Debts, obligations, <br />and contracts of the Town of Casselberry shall pass to and be binding upon the City of <br />Casselberry as successor municipality. <br /> <br />Section 1.03. Sell. 3. Repeal or continuance of existing ordinances. <br />All existing ordinances in conflict with this Charter are hereby repealed; those not in <br />conflict with the provisions of this Charter shall continue in full force and effect unless repealed, <br />amended, or modified by the municipality which is hereby organized and created. <br /> <br />ARTICLE II. CORPORATE BOUNDARIES <br /> <br />Section 2.01. Sell. 4. Description of City limits. <br />Editor's note: The boundaries of the City are not printed herein, but are on file in City Hall. <br /> <br />Section 2.02. Sell. 5. Extending territorial limits. <br />The corporate limits of the City of Casselberry may be extended as provided by law. <br />(Laws of Fla. ch. 69-927, S 1; Ord.
