CASSELBERRY CITY COMMISSION
Minutes of August 11, 2008 - Regular Meeting
Page 8 of 11

roadway. It was noted that Mr. Casselbeny is currently discussing with the Community Development
Department possible annexation and rezoning ofthe subject parcel along with the rest ofthe Sherwood Forest
mobile home community, which he owns and operates. Five options were presented to the City Commission
for consideration. The first two options involved the joint conveyance of an outright property exchange of
the subject parcel for City property. In the event of an exchange of property, Mr. Casselbeny would relocate
the existing mobile homes at his expense, or place new mobile homes on the exchanged property if the
existing mobile homes could not be moved. The third option proposed by Mr. Casselbeny would involve
a cash purchase in the amount of$40,000 (net to the seller) ofthe subject property, which would include the
annexation of the property. The fourth option presented was to take no action on the matter. The fifth option
presented was to plant a hedge within the public right-of-way that would be maintained by the City that
would buffer the mobile homes from the roadway. A copy of the presentation outlining the five options
presented is attached to and made a part of these minutes.

Discussion: Discussion ensued regarding the aesthetics of the subject mobile homes and possibly requesting
Seminole County to enforce codes in the Sherwood Forest community area. Mayor Goff stated he was in
favor of either of the first two options and purchasing the property from Mr. Casselbeny. Commissioner
Doerner stated she was in favor of the fourth option which was to take no action on the matter. Vice Mayor
Hufford, Commissioner Miller and Commissioner Solomon were in favor of the fifth option which was
placement of a hedge in the public right-of-way. Commission consensus was to direct staff to place a
hedge and maintain it in the public right-of-way to buffer the subject property and two mobile homes
owned by Mr. Richard Casselberry from the roadway.

8. Municipal Advisorv Committee (Metrop1an) Report - Mavor Goff

Mayor Goffreported some funding for the U.S. Highway 17-92 bicycle and pedestrian improvements had
been approved to go into the five year funding cycle.
