Replat of Target site due to City road project <br />for Melody Lane at US Highway 17-92. <br /> <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated September 4, <br /> <br />2008, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br /> <br />Department). Ms, Smith said that Mr. Mark Gisclar, Assistant Public Works Director, is available to answer any questions. <br /> <br />Mr. Buchanan asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br /> <br />request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry questioned <br /> <br />if there were any discussion regarding the City participating in an operation easement agreement. Mr. Gisciar, Assistant <br /> <br />Public Works Director, 95 Triplet Lake Drive, Casselberry, Florida came forward. Mr. Gisclar said there is an agreement <br /> <br />between the City and Target to build the road. He said the City is a party to an operations agreement which also includes <br /> <br />Steak N Shake, Taco Bell and Pets Mart. He said there are access easements running through the property. <br /> <br />Mr. Casselberry discussed the parking requirements for Target and the frontage lots. Mr. Casselberry advised the <br /> <br />City to hold to the original boundary line for that restriction or just be sure they are not put under the umbrella of that <br /> <br />restriction. <br /> <br />Mr. Buchanan asked for a motion to address SP 08-01. Mr. Henson made a motion to approve SP 08-01 and <br /> <br />forward to the City Commission with a favorable recommendation based on the staff report dated September 4, 2008, Mr. <br /> <br />Van Meter seconded the motion. <br />
