<br />Planning & Zoning Commission! <br />Local Planning Agency <br />October 25, 2006 <br />Page 3 <br /> <br />After a brief discussion, Mr, Kelley asked for a motion to address SPR 06-14, Mr. Parkhurst recommended <br />approval of SPR 06-14 including the reduction in the tree bank contribution, Mr. Henson seconded the motion, The <br /> <br />motion passed unanimously by voice vote. <br /> <br />Third Item of Business: SPR 06-20: Fifth Third Bank. Major site plan review for a 4,130 square foot bank. <br />Property located at 200 State Road 436, Casselberry, Florida. <br /> <br />Mr, Charles Senzee, Planner, reviewed the information provided in his memorandum dated October 18, <br /> <br />2006, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br /> <br />Department). Mr. <br /> <br />said upon review of the <br /> <br />redevelopment proposal, the Planning and Zoning <br /> <br />Commission's approval of SPR 06-20 for Fifth Third Bank, located at 200 State Road 436, is based on the revised <br /> <br />site plan dated September 27, 2006, the findings of fact and conclusions of the staff report dated October 18, 2006 <br /> <br />and the conditions included in the staff report which were: <br /> <br />1, Approval of the following site plan modifications: <br />a) Reduction in the amount of required drive-through stacking spaces from 24 to 10, <br />2. Submittal of a revised site plan which includes the following: <br />Elimination of one of the proposed drive-through lanes. Reducing the total number of <br />drive-through from 4 to 3. <br />Addition of a 10-foot wide landscaping strip along the entire west property line. Trees <br />and landscaping within this strip shall be planted in accordance with the City's ULDR's. <br />b) Addition of all required landscape and tree protection tables to landscaping sheets of the site plan, <br />3. The project shall conform to all elements of the CRD's Urban Design Standards, All permit submittals <br />shall adhere to the elevations approved by the Community Redevelopment Agency. <br />4, The applicant shall provide appropriate landscape and tree protection tables on all plans submitted for <br />site/construction review, If these tables indicate that mitigation is required, the applicant shall correct the <br />deficiency or shall make an equivalent contribution to the Casselberry Tree Bank prior to the issuance of <br />the Certificate of Occupancy. <br />5, All signage for the site shall conform to the City's ULDR and shall be submitted as a separate building <br />permit. <br />6. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site <br />engineering permit to the City's Public Works Department. <br />7. No site engineering construction activities shall take place at the site until permits are issued by the <br />City's Public Works Department. <br />8. The site plan approval shall be valid for one year upon approval by the Planning and Zoning <br />Commission. An extension request must be submitted prior to the expiration, <br />9. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />10, All fees associated with site plan review shall be paid in full within 30 days of this Planning and Zoning <br />meeting. <br />
