<br />Planning & Zoning Commission! <br />Local Planning Agency <br />October 25, 2006 <br />Page 4 <br /> <br />In response to the Commission's question regarding the development of the site and the amount of allowed <br /> <br />signage , Ms, Smith said the Fifth Third parcel was originally developed as an outparcel from the shopping center. <br />Mr, Kelley asked the applicant to come forward, Mr, Michael Steinback, Reynolds, Smith & Hill, 1715 North <br /> <br />Westshore Boulevard, Tampa, Florida came forward, Mr, Steinback said the applicant is required to purchase the <br /> <br />sidewalk as an encroachment on the property and it does not provide any value to the property and provides a public <br /> <br />risk, He said the encroachment has forced the construction of the retaining walls. <br /> <br />Mr, Steinback said the engineer has suggested reducing the bypass lane from 14 feet to 12 feet and use the <br />additional 2 feet to increase the buffer width from 3 feet to 5 feet. He said the landscaping could be put along the <br />western side of the property. <br />Mr, Steinback said he cannot speak for the applicant regarding the reduction to the number of drive-through <br /> <br />lanes, <br /> <br />Mr. Kelley asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br /> <br />the request. Mr, John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr, Casselberry <br />questioned if the bank parcel had cross access with the adjacent shopping center, <br />A discussion ensued regarding the reduction of the drive-through lanes and landscaping. Mr, Burlingame <br /> <br />made a motion to continue SPR 06-20 to the next meeting, Mr. Van Meter seconded the motion. The motion passed <br /> <br />unanimously by voice vote. <br /> <br />Fourth Item of Business: Other Business. <br /> <br />Ms, Smith; Acting Community Development Director, distributed a portion of the proposed Parking of <br />Vehicle in Residential Districts Ordinance to the Planning and Zoning Commission (a copy of the proposed ordinance <br />is on file in the Community Development Department), Ms, Smith said the proposed ordinance has been approved <br /> <br />by the Planning and Zoning Commission; however it has not been approved by the City Commission. Ms, Smith said <br />there have been questions asked at City Commission meetings and to staff regarding the designated parking areas <br /> <br />and the intent of the proposed ordinance.
