Planning & Zoning Commission!
Local Planning Agency
June 14, 2006
Page 4

Ms. Smith stated that the prohibited vehicles ordinance is scheduled for second reading and public hearing
by the City Commission on July 10, 2006.

Ms. Donna Nagy, 1917 Wyandotte Trail, Casselberry, Florida came forward. Ms. Nagy provided

photographs of various code violations in her neighborhood (copies of the photographs are attached and made a part

of the minutes). Ms. Nagy said that she didn't want to see the front yard as a designated parking area. Mr. Henson
suggested that Ms. Nagy review a copy of the parking ordinance. Ms. Nagy stated she would appreciate any
changes that could address the parking issues. The Commission suggested that the citizens of Casselberry attend

the City Commission's public hearing and voice their concerns.

Ms. Sandi Solomon, 6 Bayberry Branch, Casselberry, Florida came forward. Ms. Solomon said the Planning
and Zoning Commission did a good job on the parking ordinance. She said that the hardest part is enforcement of

the ordinances. Ms. Solomon said she has spoken with several Casselberry residents and enforcement is a major

complaint. Ms. Solomon said she has discussed code enforcement with the Police Chief on several occasions and

the Police Chief said that several of the police officers are being trained to issue code enforcement violation. Ms.

Solomon said increasing the code enforcement staff could possibly help with the enforcement of codes.

Mr. Henson made a motion to approve LPA 06-09 and provide a favorable recommendation to the City
Commission including the additional parking permit criteria. Mr. Buchanan seconded the motion. The motion passed

unanimously by voice vote.

Fifth Item of Business: SPR 06-13: Casselberry Commerce Village. Site plan modification to the approved
landscaping requirements. Property is located at 910 & 920 Belle Avenue.
Ms. Sandra Smith, Acting Community Development Director, reviewed the information provided in her
memorandum dated June 9, 2006, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the
Community Development Department). Ms. Smith distributed and read a letter dated June 13, 2006 from Mr. David
Stalowy in response to the Planning and Zoning staff report (a copy is on file in the Community Development
Department). Ms. Smith said based on Mr. Stalowy's letter, a wall would be constructed between the industrial site
and Helen Street.

Ms. Smith stated that Mr. Stalowy was not present.
