ParkinQ of vehicles in residential districts. Public <br />Hearing of an ordinance establishing criteria for permanent designated parking area criteria (Ma), <br />unlicensedJinoperable vehicles (A4b), and conditional parking permit/state of emergency. <br /> <br />Ms. Sandra Smith, Acting Community Development Director, reviewed the information provided in her <br /> <br />memorandum dated June 9, 2006, to the City of Casselberry Planning and Zoning Commission (a copy is on file in <br />the Community Development Department). A lengthy discussion ensued regarding the parking permit fee, transfer of <br />a parking permit to another vehicle and the expiration period of the parking permit. The Planning and Zoning <br /> <br />Commission made the following changes to the parking permit fee criteria: <br /> <br />1. Transfer of permit: Permit may be transferred to another vehicle if the original conditions of the permit <br />have not changed; however, any change to the original conditions of the parking permit require a new <br />parking permit. <br />2. The parking permit would be an annual permit. <br />3. The cost of the parking permit would be $100. <br /> <br />Mr. Kelley asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br /> <br />the request. Mr. Arlin Armour, 2027 Cree Trail, Casselberry, Florida came forward. He said he likes a proactive <br /> <br />approach rather than a reactive approach. Mr. Armour said a mechanism is needed to enforce the code. Mr. Armour <br /> <br />said the designated parking area should be adjacent to the driveway. Mr. Armour agreed with the weight <br /> <br />requirement but thought the 22' was excessive. <br />
