<br />Planning & Zoning Commission! <br />Local Planning Agency <br />June 14, 2006 <br />Page 2 <br /> <br />Ms. Smith stated that neighborhood residents attending the May 10, 2006 Planning and Zoning Commission <br />meeting expressed a concern with the ability of the patients to leave the facility. Ms. Smith explained at the time the <br />original conditional use was discussed the neighbors stated that they did not want the patients walking through the <br /> <br />neighborhood and questioned why this is an issue now. Ms. Smith read a letter into the record from Ms. Katie <br /> <br />Reischmann, City Attorney, addressing the neighbor's concerns regarding the conditions of approval for the <br /> <br />conditional use (a copy is attached and made a part of these minutes). <br /> <br />Ms. Smith stated that staff recommends approval of CU 06-10, for the proposed revisions to Pathways to <br />Care Development Order 02-08. <br /> <br />Mr. Kelley asked the applicant to come forward. Mr. Kevin Cannon, 219 East Livingston Street, Orlando, <br /> <br />Florida came forward. In response to the Commission's question, Mr. Cannon stated that AHCA has made a number <br /> <br />of inspections of the property and this is the last item that needs to be addressed. <br /> <br />Mr. Kelley asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br /> <br />the request. No one came forward. <br /> <br />Mr. Henson recommended approval of CU 06.10 based on the staff report dated June 9, 2006 to the <br /> <br />Planning and Zoning Commission from Ms. Sandra Smith understanding the recommendations. Mr. Weinroth <br /> <br />seconded the motion. A voice vote was taken and the motion passed by a majority with Mr. Buchanan dissenting. <br /> <br />Third Item of Business: LPA 06-08: ULDR Section 3-10.9. Parkina of vehicles in residential districts. Public <br />Hearing of an ordinance establishing criteria for Sections A2, A3, and B regarding parking of recreational <br />equipment in residential districts, including a temporary use permit. <br /> <br />Ms. Sandra Smith, Acting Community Development Director, reviewed the information provided in her <br /> <br />memorandum dated June 9, 2006, to the City of Casselberry Planning and Zoning Commission (a copy is on file in <br />the Community Development Department). Ms. Smith requested the Planning and ?oning Commission review the <br /> <br />ordinance and provide a favorable recommendation to the City Commission for first reading. <br /> <br />Mr. Kelley asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br /> <br />the request.
