<br />Planning & Zoning Commission! <br />Local Planning Agency <br />April 26, 2006 <br />Page 5 <br /> <br />Mr. Matt Dorsten, Planner reviewed the information provided in his memorandum dated April 21, 2006, to the <br />City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development Department). <br /> <br />Mr. Dorsten stated that staff recommends denial of the Comprehensive Plan and Zoning Amendments for the subject <br /> <br />property as detailed in the attached ordinances, based on the findings of fact and conclusions, the staff report dated <br /> <br />April 21, 2006 and the following: <br /> <br />1. They are not consistent with the City's Comprehensive Plan. <br />2. They are not compatible with the surrounding mix of zonings and land uses. <br />3. The 1996 Seminola Boulevard Small Area Study (SB1) recommended that 1316 Lake Drive have a <br />future land use concept of Medium Intensity Retail/ Service! Office and that 1324 and 1332 Lake Drive <br />have a future land use concept of Single Family (Low Density Residential). <br />4. The Seminola Boulevard East Small Area Study (SB3) recommended the 1316 Lake Drive property be <br />given a future land use of Low Intensity NonresidentiallMedium Density Residential and a Planned <br />Mixed Use: Low Intensity zoning. <br />a. During the development of SB3, the area of the 1316, 1324, and 1332 Lake Drive was <br />discussed. Because 1324 and 1332 Lake Drive were not included, the existing future land use <br />of Low Density Residential was deemed suitable. <br /> <br />Mr. Burlingame asked the applicant to come forward. Mr. Terry Brooks, representing the applicant, 600 <br />Diane Circle, Casselberry, Florida came forward. Mr. Brooks stated that Mr. Parramore plans to work with the City of <br />Casselberry and the local residents to develop the property. <br /> <br />Mr. Burlingame asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br /> <br />to, the request. Ms. Angie Barnes, 1308 Lake Drive, Casselberry, Florida came forward to speak against the <br /> <br />request. Ms. Barnes stated she was concerned with the change in zoning. Ms. Barnes said she is concerned with <br /> <br />the protection of the lakes, public safety, traffic, the infrastructure, quality of life for the adjacent residents, <br />topographic issues that have not been addressed, proper notification of the impacted land owners and the <br /> <br />landowner's true intentions. <br /> <br />Ms. Sue Denmark, 1340 Lake Drive, Casselberry, Florida came forward to speak against the request. Ms. <br /> <br />Denmark stated she does not want multi-family homes adjacent to her home. <br /> <br />Mr. Richard Lauritsen, 1361 Quintuplet Drive, Casselberry, Florida came forward to speak against the <br />request. Mr. Lauritsen stated he supports staff's denial to change the future land use and zoning designation. Mr. <br />Lauritsen stated this is nothing more than high-density multi-family, which in the future will be rental property. He felt <br />
