Planning & Zoning Commission!
Local Planning Agency
April 26, 2006
Page 4

1. Change the 2nd whereas clause to read: "Whereas, the City of Casselberry desires to enhance the
economical value of the community and to protect its citizens". (same language as prohibited parking
ordinance)

2. Change the 5th whereas clause to read: 'Whereas, the City recognizes that permanent parking locations
on residential properties affect the appearance of a neighborhood and there is a need to provide
restrictions as to the location for recreation vehicle and equipment parking".

A lengthy discussion ensued regarding the screening of recreational equipment storage area. The

Commission wanted the screened requirements from the prohibited vehicles ordinance placed in the recreational

vehicle ordinance.

The Commission defined "long term" as in excess of 3 weeks. A discussion ensued regarding length of

stay for RV parking and the use of generators. Ms. Smith said the use of generators has been addressed in the

ordinance. The Commission decided that the use of generators would be prohibited.

Mr. Weinroth said he is against temporary or permanent living in a trailer. He said in an emergency situation

it would be acceptable. He said it is encouraging people to park RV's and it is an obstruction to the neighborhood.

Fifth Item of Business: LPA 06-07: Bufferina. Continued. A workshop to review the City of Casselberry's
ULDR requirements for buffering between incompatible uses.

Ms. Sandra Smith, Acting Community Development Director, reviewed the information provided in her
memorandum dated March 28,2006, to the City of Casselberry Planning and Zoning Commission (a copy is on file in

the Community Development Department). Ms. Smith requested that the Planning and Zoning Commission review

the information and let her know if there is any additional information needed before the Commission proceeds. She

said she would provide a matrix at the next meeting comparing the various codes.

A recess was taken at 8:12 p.m. and the meeting reconvened at 8:18 p.m.

Sixth Item of Business: LPA 06-06 and ZB 06-02: William Parramore.
