Mr. Kevin Cannon, 219 East Livingston Street, Orlando, Florida <br /> <br />came forward. Mr. Cannon stated that the requested changes to the conditional use permit are due to a conflict with the <br /> <br />Patient's Bill of Rights. Mr. Cannon stated that he and the facility were unaware of the patients leaving the property and that it <br /> <br />would be addressed immediately. He said he would provide contact information for the neighbors to report any problems with <br /> <br />the facility. Mr. Cannon said if a patient does not follow the rules, the patient is required to leave the facility. Mr. Cannon <br /> <br />explained that it is not a drug treatment facility and alcohol is forbidden at the facility. <br /> <br />Mr. Cannon said the length of stay is an "average" length of six weeks. Mr. Cannon reviewed the proposed outside <br /> <br />patient area. He said the screening would be best accomplished with landscaping because it would be more consistent with <br /> <br />the existing landscaping and more aesthetically pleasing than a metal fence. <br /> <br />Mr. Cannon stated that video cameras and logs are used to monitor the patients. A lengthy discussion ensued <br /> <br />regarding the monitoring of patients leaving the facility. <br /> <br />Ms. Cassady stated that the facility is not abiding by state law. Ms. Cassady stated the City would have problems if <br /> <br />you rolled back time and it had been proposed that the City would not grant the conditional use if the facility complied with <br /> <br />state law regarding visiting hours and patients being allowed outside without supervision. <br /> <br />A discussion ensued regarding AHCA requirements and the approval of the original conditional use facility. In <br /> <br />response to the Commission's question regarding the use of the screen room for use as an outside facility, Mr. Cannon said <br /> <br />that AHCA would not approve the use of the screen room because it is attached to the building and it is shielded from sunlight. <br /> <br />A brief discussion ensued regarding the average length of stay and enforcement of the conditional use. In response <br /> <br />to the City Commission's question, Mr. Cannon explained that Pathways to Care provides the reports to the City regarding the <br /> <br />average length of stay. Ms. Smith stated that last week was the first notice that the City received regarding problems with the <br /> <br />facility. Ms. Smith stated she was out of the office last week and Mr. Dorsten was not familiar with the file that contains the <br /> <br />reports. <br /> <br />A discussion ensued regarding approving the changes without reviewing the site plan. Planning and Zoning <br /> <br />Commission suggested that the outdoor area be secured with a check point to monitor the patients. A lengthy discussion <br /> <br />ensued regarding the design of the outside patient area. The Commission stated it should be aesthetically pleasing. <br />
