Vacancv in the Office of the City Commission Members <br /> <br />The Charter Review Advisory Committee recommended the following additional language for Section 14: <br /> <br />Section 14. Vacancy in the Office of City Commission Members <br /> <br />.... If the Commission fails to do so within thirty days following the occurrence of the <br />vacancy, the city clerk shall call a special election to fill the vacancy, to be held not sooner <br />than ninety days and not later than 120 days following the occurrence of the vacancy, and <br />to be otherwise governed by law. <br /> <br />Consensus: Accept the recommended additional language for Section 14 as presented. <br /> <br />D. ARTICLE V. CITY MANAGER <br /> <br />Section 26. Powers and Duties <br /> <br />The Charter Review Advisory Committee recommended the following revised language for Section 26: <br /> <br />Section 26. Powers and Duties <br /> <br />The City Manager shall be the chief executive officer of the City, responsible to the <br />Commission for the management of all City affairs placed in the Manager's charge by or <br />under this charter. The City Manager shall: <br /> <br />(1) Appoint and, when the City Manager deems it necessary for the good of the city, <br />suspend or remove city employees, except as otherwise provided by this Charter or by law. <br />The City Manager may with approval of the City Commission, hire, suspend, or remove <br />department head employees. <br /> <br />(2) Direct and supervise the administration of all departments, offices, and agencies of city, <br />except as otherwise provided by this charter or by law; <br /> <br />(3) Attend all City Commission meetings. The City Manager shall have the right to take <br />part in discussion but shall not vote; <br /> <br />(4) See that all laws, provisions of this charter, and acts of the City Commission, subject <br />to enforcement by the City Manager or by officers subject to the manager's direction and <br />supervision, are faithfully executed; <br /> <br />(5) Prepare and submit the annual budget and capital program to the City Commission and <br />implement the final budget approved by the Commission to achieve the goals of the city; <br /> <br />(6) Submit to the City Commission and make available to the public a complete report on <br />the finances and administrative activities of the city as of the end of each fiscal year; <br />
