Vacancv in the Office of the City Commission Members The Charter Review Advisory Committee recommended the following additional language for Section 14: Section 14. Vacancy in the Office of City Commission Members .... If the Commission fails to do so within thirty days following the occurrence of the vacancy, the city clerk shall call a special election to fill the vacancy, to be held not sooner than ninety days and not later than 120 days following the occurrence of the vacancy, and to be otherwise governed by law. Consensus: Accept the recommended additional language for Section 14 as presented. D. ARTICLE V. CITY MANAGER Section 26. Powers and Duties The Charter Review Advisory Committee recommended the following revised language for Section 26: Section 26. Powers and Duties The City Manager shall be the chief executive officer of the City, responsible to the Commission for the management of all City affairs placed in the Manager's charge by or under this charter. The City Manager shall: (1) Appoint and, when the City Manager deems it necessary for the good of the city, suspend or remove city employees, except as otherwise provided by this Charter or by law. The City Manager may with approval of the City Commission, hire, suspend, or remove department head employees. (2) Direct and supervise the administration of all departments, offices, and agencies of city, except as otherwise provided by this charter or by law; (3) Attend all City Commission meetings. The City Manager shall have the right to take part in discussion but shall not vote; (4) See that all laws, provisions of this charter, and acts of the City Commission, subject to enforcement by the City Manager or by officers subject to the manager's direction and supervision, are faithfully executed; (5) Prepare and submit the annual budget and capital program to the City Commission and implement the final budget approved by the Commission to achieve the goals of the city; (6) Submit to the City Commission and make available to the public a complete report on the finances and administrative activities of the city as of the end of each fiscal year;
