Except where authorized by law, no mayor/commissioner shall <br />hold any other elected public office during the term for which the mayor/commissioner was <br />elected. No mayor/commissioner shall hold any other city office or city employment during <br />the term for which the mayor/commissioner was elected. No former mayor/commissioner <br />shall hold any compensated appointive office or employment with the city until one year <br />after the expiration of the term for which the member was elected to the commission. <br /> <br />Nothing in this section shall be construed to prohibit the commission from selecting any <br />current or former mayor/commissioner to represent the city on the governing board of any <br />regional or other intergovernmental agency. <br /> <br />(b) Appointments and Removals. Neither the city commission nor any of its members <br />shall control or demand the appointment or removal of any city administrative officer or <br />employee whom the city manager or any subordinate of the city manager is empowered to <br />appoint, but the commission may express its views and fully and freely discuss with the city <br />manager anything pertaining to appointment and removal of such officers and employees <br /> <br />(c) Interference with Administration. Except for the purpose of inquiries and <br />investigations under Section (see below) the Commission or its members shall deal with city <br />officers and employees who are subject to the direction and supervision ofthe city manager <br />solely through the city manager, and neither the Commission nor its members shall give <br />orders to any such officer or employee, either publicly or privately. The Commission and <br />city manager agree to mutually respect and abide by their respective roles and duties. <br />Nothing in this section shall be interpreted to mean that Commission members cannot speak <br />to any officer or city employee at a reasonable time and place for reasonable purposes. <br /> <br />Discussion: Mayor Goff suggested that the language in paragraph (a) be modified to clarify that no member <br />ofthe City Commission shall hold any other elected office, rather than using the term "mayor/commissioner". <br /> <br />Consensus: Accept the recommended language for the new Section entitled Prohibitions, with direction to <br />the City Attorney to modify the language of paragraph (a) "mayor/Commissioner" to clarify that no member <br />of the City Commission shall hold any other elected office. <br /> <br />New Section - Investigations <br /> <br />The Charter Review Advisory Committee recommended the following new section entitled Investigations: <br /> <br />New Section - Investigations <br /> <br />The city commission may make investigations into the affairs of the city and the conduct of <br />any city department, office, or agency. <br /> <br />Consensus: Accept the recommended language for the new Section entitled Investigations as presented. <br />
