Resolution 08-1876 - Sale and Purchase Contract - 110 Quail Pond Circle & Related <br />Budget Transfer - $186,060 <br /> <br />The City Attomey read Resolution 08-1876 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING A LAND PURCHASE AGREEMENT BETWEEN CHAO XIE, <br />XIV RONG CHIEN, AND DONG SHENG WU AND THE CASSELBERRY <br />COMMUNITY DEVELOPMENT AGENCY (CRA) FOR THE PROPERTY LOCATED <br />AT 110 QUAIL POND CIRCLE IN ACCORD WITH A CRA BOARD <br />RECOMMENDATION; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br /> <br />Staff Presentation bv Matt Fortini. Administrative Services Director: At the April 14,2008 <br />Meeting, the City Commission requested this item be brought back to this meeting for more <br />clarification regarding the background for purchases on Quail Pond Circle. In 2003 and 2004, the <br />idea for the acquisition of the four properties on Quail Pond Circle, immediately behind the City <br />Hall Complex, was discussed by City staff at that time. The impetus of the discussions focused on <br />a plan prepared by MSi Consultants for the CRA and revolved around the opportunities for <br />expansion of the municipal complex. The City own property at the end of Quail Pond Circle that <br />would effect a connection of Quail Pond Circle through to Sunset Drive. The Quail Pond <br />properties have strategic value to the City and ownership of these properties would permit the <br />City to consider options related to municipal services and/or redevelopment. The properties <br />could be rezoned commercial/office and used as an extension ofthe City Center Project. <br /> <br />Staff Recommendation: City Staff support the approved CRA master plan and would consider <br />any future acquisition ofthe properties on Quail Pond a long term investment and opportunity for <br />expansion or redevelopment. Approve Resolution 08- 1876 for the purchase of property at 110 <br />Quail Pond Circle for $186,060, which is below market value. The purchase of this property was <br />part ofthe CRA Master Plan and was approved for purchase by the CRA in March 2008. <br /> <br />Audience Input: <br /> <br />1) John Burke, 120 Quail Pond Circle, Casselberry, Florida, stated that he has lived in the <br />home on Quail Pond Circle for the past 59 years. He stated that he and the neighbors were <br />opposed to the City's acquisition of the residence at 110 Quail Pond Circle and the demolition of <br />the home in the name of green space. He asked that the Commission oppose the plan for purchase <br />ofthe property at 110 Quail Pond Circle. <br />
