<br />City Commission Meeting <br />April 28, 2008 <br />Page 6 <br /> <br />2) Valerie Hagman, 116 Quail Pond Circle, Casselberry, Florida, also spoke in opposition to <br />the City's plan to purchase at 110 Quail Pond Circle. She stated that the City's purchase of the <br />home at 110 Quail Pond Circle would just the beginning of long time residents losing their home <br />in the name of beautification and redevelopment. <br /> <br />3) John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, spoke in opposition to the <br />demolition of the residence if the City acquires the property. <br /> <br />4) Drew 161 Quail Pond Circle, Casselberry, Florida, spoke in opposition to the City's <br />purchase of 110 Quail Pond Circle. <br /> <br />Commission Discussion: <br /> <br />Commissioner Solomon spoke in support of the purchase at 110 Quail Pond Circle, stating that <br />the property was on the market and she fully supported the idea of more open space and green <br />space. <br /> <br />Mayor Goff stated that he did not support the City's purchase of the 110 Quail Pond Circle <br />because the position ofthe property would create an island that be an intrusive impact to the <br />surrounding neighbors and he would be voting in opposition. <br /> <br />Commissioner Doerner presented a petition signed by twenty-two (22) residents who are opposed <br />to the purchase of the property at 110 Quail Pond Circle. The purchase of the property would <br />transition a residential community into heavy commercial use. She also stated that she would be <br />voting in opposition to the purchase. (A copy of the petition is attached to and made a part of <br />these Minutes.) <br /> <br />Commissioner Hufford stated that she could support the purchase but she was opposed to tbe <br />property being used as open space at the present time. She expressed concerns regarding the lack <br />of notification with the neighbors regarding the City's intent to purchase the property at 110 <br />Quail Pond Circle. She indicated that this process should be held in abeyance until the downtown <br />project is more complete. <br /> <br />Commissioner Miller stated that he was concerned that all homeowners were not notified of the <br />meeting and, if the purchase is approved, the City needs to work with the homeowners on any <br />future plans for the area. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Sandra T. Solomon to approve Resolution <br />08-1876, CRA Purchase of no Quail Pond Circle, as presented. <br />Motion was seconded by Commissioner Jon Miller and the motion <br />was defeated on a 3 - 2 vote. Commissioner Hnfford, Commissioner <br />Doerner and Mayor Goff dissenting. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Colleen S. Hufford to reject <br />Resolution 08-1876, CRA Purchase of 110 Quail Pond Circle. <br />Motion was seconded by Commissioner Susan Doerner and carried <br />on a 3 - 2 vote. Commissioners Solomon and Miller dissenting. <br />
