City Manal!er: Resolution 08-1876 authorizes an <br />Agreement with Chao Xie, Xiu Rong Chien, and Dong Sheng Wu to purchase property at 110 <br />Quail Pond Circle, single family residential property. The property is appraised at $218,713 and <br />the current agreed upon asking price by the owners is $186,000. The property will be developed <br />as part of the downtown redevelopment plan. Due to the condition ofthe property, it is <br />anticipated that the house on the lot will be demolished. Approval of a budget transfer in the <br />amount of$186,060, to cover the cost of the property including closing costs, was submitted to <br />cover the purchase price of the property. The owners have requested a July 31,2008 closing date <br />in order to find a new location. <br /> <br />Staff Recommendation: Approval of Resolution 08-1876 as requested. <br /> <br />Audience Input: <br /> <br />I) John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, spoke in opposition to the <br />demolition of the house as part ofthe approval of the purchase agreement. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to approve Resolution 08-1875, <br />purchase of property at 110 Quail Pond Circle. Motion was <br />seconded by Commissioner Sandra T. Solomon. <br /> <br />Commission Discussion: <br /> <br />Commissioner Miller stated that the purchase of this property would not present any budget <br />impact to the City because the property is being acquired by the Community Redevelopment <br />Agency (CRA) for commercial use. <br /> <br />Commissioner Doerner spoke in opposition to the purchase of 1 10 Quail Pond Circle, stating that <br />the property is residential and the use of commercial by the City would be intrusive to the <br />adjacent homeowners. She asked that the purchase be delayed and the neighbors around Quail <br />Pond be inforrned on the City's intent. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to withdraw his motion to <br />approve the purchase of property at 110 Quail Pond Circle. Second <br />was withdrawn by Commissioner Sandra T. Solomon. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to postpone action on the <br />Quail Pond Circle purchase for further clarification and bring back <br />to the meeting of April 28, 2008. Motion was seconded by <br />Commissioner Jon Miller and carried unanimously on a 5 - 0 voice <br />vote. <br /> <br />Commission requested that all the neighbors that would be affected by the 110 Quail Pond Circle <br />Purchase be notified that the item will be considered by the Commission at the April 28, 2008 <br />meeting if they wish to participate. <br />
