All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void, <br /> <br />CU 08-07 <br /> <br />Mr. Senzee said if the Planning and Zoning Commission chooses to approve CU 08-07 to allow the on-site <br /> <br />consumption of alcoholic beverages as allowed by the SRX state license, in conjunction with the operation of a <br /> <br />restaurant located at 900 State Road 436, the approval is based on the findings of fact and conclusions of the staff <br /> <br />report dated August 21, 2008, and the conditions outlined in the staff report. The revised conditions of approval are <br /> <br />as follows: <br /> <br />1. The conditional use shall be limited to the Buffalo Wild Wings restaurant located at 900 State Road 436, <br />2, All sales and consumption of alcoholic beverages shall be on-site and confined to the interior of the <br />building and outdoor paM (bar) area, <br />3, Package sales of alcoholic beverages for off-site consumption are prohibited, <br />4. Hours of operation shall be Monday through Saturday, 11 am-2am, and Sunday, 12pm-12am. <br />5, The business shall remain in complete compliance with all City, County and State requirements. <br />6. There shall be no outside display or storage of goods, materials, services or vehicles, <br />7. The conditional use shall commence within 180 days of the approval. <br />8. The conditional use shall expire if the use is discontinued for more than 90 days. <br />9. All signage requires additional permit approval and must comply with all city requirements, <br />10. The applicant shall submit a landscape plan and elevation renderings showing that the paM bar is <br />visually screened from State Road 436, <br />11, All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br /> <br />A brief discussion ensued regarding the screening of the bar area from State Road 436 and the installation <br /> <br />of a crosswalk area/traffic calming device adjacent to the front entrance area due to safety concerns. Mr. Richard <br /> <br />O'Brien, applicant, 11461 Misty Isle Lane, Riverview, Florida came forward to answer the Commission's question. <br /> <br />Mr. O'Brien said that he and staff discussed adding a crosswalk. He said he implemented a crosswalk in the main <br /> <br />parking area to the main entrance. He said the City Engineer recommended against implementing the crosswalk <br /> <br />because the crosswalk would be used primarily for handicap users. He said the handicap users would be off to the <br /> <br />side and the curb would not be lower for the crosswalk area, <br /> <br />Mr. Buchanan asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br /> <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br /> <br />Casselberry said that the screening would prohibit police surveillance from the outside, He said it is a high traffic <br />
