Mr. Lander said that Mr. Ken Wagner is <br /> <br />representing Mr. Rubin and he is available to answer any questions. <br /> <br />Mr. Ken Wagner, representing Mr. Sheldon Rubin, said that Mr. Rubin hopes the CRA moves forward with the <br /> <br />advertising of the property. He said Mr. Rubin has a genuine interest in purchasing and redeveloping the property. Mr. <br /> <br />Wagner said a great deal of time was spent on the two concepts to meet the needs of Mr. Rubin as purchaser and developer <br /> <br />and the CRA. <br /> <br />In response to the Board's question, Mr. Wagner said that Mr. Rubin has developed both commercial and residential <br /> <br />properties in Florida. <br /> <br />Commissioner Solomon said the CRA may receive low bids for the property due to the down market. <br /> <br />Mr. Lander said that the environmental reports for the property should be available for review by interested parties. <br /> <br />The motion passed unanimously by voice vote. <br /> <br />Ninth Item of Business: Approval of Invoices for Payments <br /> <br />Mr. Paradise reviewed the invoices submitted for payment. Mr. Daigle made a motion to approve the CDM invoice <br /> <br />dated July 11, 2008 for $20,923. Mr. Etze seconded the motion. The motion passed unanimously by voice vote. <br /> <br />Mr. Paradise said that the Transportation Concurrency Exception Area (TCEA) information was submitted to <br /> <br />Department of Community Affairs (DCA) for review and DCA forwarded the information to Florida Department of <br /> <br />Transportation (FOOT) and St. John's Water River Management District (SJRWMD) for review. Florida Department of <br /> <br />Transportation had some minor issue that needed to be resolved. Kimley-Horn & Associates has provided responses to the <br /> <br />City to address the FDOT comments. The Department of Community Affairs is reviewing the responses to the FDOT <br /> <br />comments and the City should receive an answer by the end of August on the use changes and the transportation <br /> <br />concurrency exception area. Mr. Paradise said this is the final payment for Kimley-Horn and Associates. He said Kimley- <br /> <br />Horn and Associates do not have any responses to do beyond this point unless the CRA receives additional comments from <br /> <br />DCA. Mr. Paradise said he spoke with Mr. Clif Tate regarding any additional responses that may be needed by DCA and Mr. <br /> <br />Tate said he would assist the CRA with the responses. Mr. Paradise said it is part of the contractual arrangement. A brief <br /> <br />discussion ensued regarding full payment of $19,400 for the Kimley-Horn & Associates invoice.
