Mr. <br /> <br />Paradise said a demolition permit has been issued and the shingles have been removed. He said they are moving forward <br /> <br />with the demolition of the building. <br /> <br />Mr. Paradise said that the CRA is not in a position to evaluate the offer until the property has been advertised to <br /> <br />provide a 30 day period in which the City entertains offers for the sale of that property. He said at the end of the 30 days, the <br /> <br />offers would be evaluated and a detailed evaluation would be provided to the CRA for their review and decision on the sale of <br /> <br />the property. Mr. Paradise said that the eRA is not obligated to sell the property after the 30 day period. <br /> <br />Mr. Daigle made a motion to direct staff to legally advertise the two CRA owned parcels for sale to determine the <br /> <br />interest in the property. Mr. Etze seconded the motion. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry suggested <br /> <br />the CRA contact Mr. Rubin regarding the sale price for his parcel. Mr. Casselberry also suggested an exchange of property <br /> <br />on a square foot for square foot basis. Mr. Casselberry felt the demolition of the building would decrease the value of the <br /> <br />property. Mr. Casselberry stated that the demolition contractor said the property owner's main motivation for demolishing the <br /> <br />building is his concern with code enforcement on the property. <br /> <br />Mr. Casselberry said from an economic point of view, the property could be assembled and split into % acre lots. In <br /> <br />response to Mr. Casselberry's question, Mr. Paradise stated that Mr. Steve Triece, representative for the CRA, had <br /> <br />discussions with Mr. Rubin regarding the three parcels adjacent to the Target driveway. Mr. Triece offered to sell the two CRA <br /> <br />owned parcels to Mr. Rubin for $24 a square foot and Mr. Rubin offered $9 a square foot for the parcels. Mr. Rubin also <br /> <br />offered to sell his property to the CRA for approximately $800,000. Mr. Casselberry also suggested that the corner parcel <br /> <br />should not be included in the replating of the parcel due to the Target easement agreement and parking requirements. <br /> <br />Commissioner Sandi Solomon came forward to speak. In response to Commissioner Solomon's question, Mr. <br /> <br />Paradise said, according to Florida Statute Chapter 163, the property can be sold for less than the fair market value if the <br /> <br />proposed development forwards the redevelopment of the CRA. Mr. Paradise said Mr. Rubin attached two drawings to the <br /> <br />offer; however, there is nothing that connects the drawings at this point to a firm commitment. Mr. Paradise said the one <br /> <br />drawing is for a two story building that totals approximately 12,000 square feet and the second drawing was a single building <br /> <br />with slightly less square footage. <br />
