Public Hearing - Resolution 08-1927 - Tentative Millage Rate for Fiscal Year 2008 - <br />2009 <br />The City Clerk read Resolution 08-1927 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE <br />TENTATIVE OPERATING MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR <br />THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2008 AND ENDING ON <br />SEPTEMBER 30, 2009; ANNOUNCING THE PERCENTAGE BY WHICH THE <br />TENTATIVE OPERATING MILLAGE RATE DOES NOT EXCEED THE ROLLED - <br />BACK RATE; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING <br />FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: This public hearing was advertised within the 2008 Notice of Proposed Property <br />Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser on August 18, <br />2008. <br />Staff Presentation: Ms. Barbara Lipscomb, City Manager stated the tentative operating millage rate for <br />Fiscal Year 2008-2009 is set 4.8963 mills. The rolled -back rate is 4.9365 mills. The tentative operating <br />millage rate is 0.815122987% below the rolled -back rate. Mr. Randy Newlon, Finance Director, gave a <br />presentation pertaining to the tentative millage and the tentative budget for Fiscal Year 2008-2009. A copy <br />of the presentation is attached to and made a part of these minutes. <br />Budget Impact: The tentative millage rate of 4.8963 is expected to deliver $7,110,887 in ad valorem tax <br />revenue to the General Fund. The City is obligated to pay its Community Redevelopment Agency (CRA) <br />a distribution called Tax Increment Funding (TIF) based on taxes assessed and collected from properties <br />within the geographic boundaries of the CRA. The tentative millage rate of 4.8963 will lead to a TIF <br />payment from the City to the CRA of $559,675. Both are included in the requested tentative Budget for <br />Fiscal Year 2008 - 2009. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Resolution 08- <br />1927 to set the tentative millage rate at 4.8963 mills. <br />Public Hearing: Mayor Goff stated this was a public hearing to hear and consider comments and questions <br />regarding the City's proposed millage rate for the coming fiscal year. Mayor Goff opened the floor for public <br />participation. The following individuals came forward: <br />1) Mr. John Casselberry, 700 South Lost Lake Lane, commented on the cost of funding both <br />City and County government, and inquired if isolation of millage for sheriff patrol had been <br />considered. <br />2) Ms. Phyllis Sheppard, 580 South Triplet Lake Drive, voiced concerns regarding the <br />elimination of community activities from the budget, and felt that the activities could be <br />
