CASSELBERRY CITY COMMISSION <br />Minutes of September 8, 2008 - Regular Meeting <br />Page 10 of 17 <br />continued by charging fees on things such as the Halloween Spooktacular event. Ms. <br />Sheppard stated that community activities were needed in addition to the structured sports <br />activities. <br />3. Mr. Harold Stewart, 2294 Park Maitland Court, commended the City Manager and the <br />Finance Director for the proposed budget for Fiscal Year 2008 - 2009. <br />No one else came forward. Mayor Goff closed the public hearing relative to Resolution 08-1927. <br />MOTION: Commissioner Solomon moved to adopt Resolution 08- <br />1927, as presented, establishing the tentative operating <br />millage rate at 4.8963 mills for Fiscal Year 2008-2009. <br />Motion was seconded by Commissioner Miller. <br />DISCUSSION: Commissioner Doerner inquired what specific traffic calming was being proposed <br />to the flower street area. Mr. Ed Torres, Public Works Director, stated a roundabout, road narrowing <br />and road closure into the commercial area is being proposed in the flower street area. Commissioner <br />Doerner inquired if the neighborhood preservation program was a re -institution of the neighborhood <br />improvements program. The City Manager clarified the neighborhood preservation program is an <br />investment in infrastructure program for sidewalk maintenance and things of that nature. It was <br />further clarified that special assessments could be presented to individual neighborhoods for future <br />consideration. Commissioner Doerner expressed concerns regarding not providing more specific <br />uses for the funds dedicated for neighborhood preservation. Commissioner Miller commended the <br />City Manager and the Finance Director for their work on the proposed budget. Commissioner Miller <br />echoed Ms. Sheppard's concerns regarding the elimination community events and hoped that the <br />City could be creative with finding solutions to reinstate these events by increasing sponsorship <br />opportunities and forming volunteer committees to organize and get sponsorships for the events. <br />Commissioner Solomon stated she felt some outside groups such as the Chamber of Commerce and <br />the Rotary Club will step up and assist with continuing community events. Commissioner Solomon <br />requested that the City Manager comment on the reorganization of the Police Department. Ms. <br />Lipscomb stated the reorganization of the Police Department would not change the level of safety <br />provided to the public, but rather allow more time for sworn personnel to address police matters with <br />many administrative duties shifting to civilian personnel. Vice Mayor Hufford commended the City <br />Manager and staff for the proposed budget. Vice Mayor Hufford stated she hopes the elimination <br />of the community events will send a message to the business community that sponsorships are <br />needed for these events. Ms. Maria Simmons, Administrative Services Senior Staff Assistant, came <br />forward and clarified which community events were eliminated and which events were still funded. <br />Commissioner Doerner stated the socialization opportunities for children was very important to the <br />community. The City Manager clarified that children activities were continued wherever practical <br />within the constraints of the January tax cuts, including privatization of the sports programs and <br />reduced operation of the City pool in lieu of closing the pool entirely. <br />Motion carried 4 - 1 (Mayor Goff dissenting) by voice vote. <br />Mayor Goff announced that the City of Casselberry has adopted a tentative property tax rate of 4.8963 mills <br />as the tentative millage rate for Fiscal Year 2008 - 2009. This rate is 0.815122987% lower than the rolled - <br />back rate of 4.9365 mills. The City Commission will hold a final public hearing on Monday, September 22, <br />
